Under the supervision of a Human Resources Specialist 2 (LR), the Human Resources Specialist 1 (LR) in this position will perform a wide range of duties in the administration of the employee and labor relations program within OPWDD's Region 3 (Capital District DDSO and Sunmount DDSO). Essential functions include, but are not limited to, the following: Providing advice and consultation to program managers and supervisors to ensure proper interpretation and equitable administration of contract provisions, providing advice and assistance regarding labor relations and disciplinary matters. Advising program managers, supervisors and employees on applicable laws, rules/policies, directives or negotiated agreements related to the work environment. Timely processing of Step 1 grievances in accordance with contractual timeframes, as the Step 1 hearing officer. Gathering evidence, scheduling hearings, preparing written grievance decisions; entering and monitoring the grievance tracker in Microsoft Lists. Conducting and/or assisting in employee misconduct investigations by gathering documents and statements, conducting interviews and interrogations of employees, writing investigative summaries. Acting as a liaison with the Justice Center, OIIA, and ADID Investigators, monitoring the Region 3 employee & labor relations email inbox(es), and performing associated duties ensuring all requests are met in a timely fashion. Assisting Employee Relations team in preparation of Article 33 Arbitrations. Implementing awards and decisions determined by Arbitration Hearings/settlements, and issuing Notices of Discipline and Notices of Suspension, as directed by the Employee Relations team. Conduct monthly New Employee Orientation (NEO) and quarterly Supervisor Training, as needed. Regular computer use of NYSTEP; TIMES; Microsoft Excel, Word, Outlook, Teams, Lists; VPCR; WebEx. Ability to work confidentially, independently, act discreetly and exercise good judgement. Other employee & labor relations duties as assigned. Occasional travel is required, with advanced notice. Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS: Candidates must be reachable for appointment on the Current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level. NON-COMPETITIVE MINIMUM QUALIFICATIONS (NO EXAM REQUIRED): Human Resources Specialist Trainee 1 Labor Relations, NS (equivalent to SG-14): A bachelor's or higher degree. Human Resources Specialist Trainee 2 Labor Relations, NS (equivalent to SG-16): A bachelor's or higher degree AND Either 1. One year of professional labor relations experience OR 2. a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. Human Resources Specialist 1 Labor Relations, SG-18: A bachelor's degree AND two years of professional labor relations experience Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. *Hiring agencies have discretion in determining whether a degree is related to the duties of the position. *Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. REASSIGNMENT QUALIFICATIONS: Current Office for People with Developmental Disabilities employee with one year of permanent competitive or 55b/c service as a Human Resources Specialist 1 Labor Relations. 70.1 TRANSFER QUALIFICATIONS: For 70.1 transfer to a Human Resources Specialist 1 Labor Relations, salary grade (SG-18), you must have one year of permanent competitive, or 55 B/C service in an approved title for transfer allocated to an SG-16 or above. For 70.1 transfer to a Human Resources Trainee 2 Labor Relations, salary grade (SG-16), you must have one year of permanent competitive, or 55 B/C service in an approved title for transfer allocated to an SG-13 or above. For 70.1 transfer to a Human Resources Trainee 1 Labor Relations, salary grade (SG-14), you must have one year of permanent competitive, or 55 B/C service in an approved title for transfer allocated to an SG-11 or above.
