Main Purpose of Job
The Assistant Director - Systems and Security will tackle agency-wide cyber engineering challenges, shape the technical direction of the IT department and support the IT department’s learning and development. The position will advise and lead efforts to detect and remediate cyber security concerns, bringing modern cyber security design practices and culture to the agency as we migrate from legacy systems. The position will solve technology roadblocks and help WCC develop rules and policies to modernize how the agency secures data, and provides secure services and networks.
The Assistant Director - Systems and Security will work with platform owners and functional divisions inside the agency to understand platform needs, contractual implications, and will develop a strategy to optimize cyber security and agency resources. The position will work with outside entities ( DoIT, for example ) to address and document remediation efforts based on findings provided by outside audits. The position will lead efforts to address findings by those entities, and will create and manage Plan of Action Milestones and new policies as required by those audits.
This position will support the implementation and design of WCC’s overall cyber engineering efforts and is responsible for the development of agency-wide cyber services. This position communicates the Department’s strategy and vision related to cyber security covering program objectives, development projects, contracts, initiatives, operations and managed service offerings. This position serves as a subject matter expert on all aspects of cyber engineering and centralized cyber service development and represents the Department in this capacity in official matters.
POSITION DUTIES
Works with Agency departmental stakeholders to develop, implement, and manage effective security policies and procedures for data-at-rest and data transmission.
Oversees the design and maintenance of Agency network, data, call center and related application development systems in accordance with security best practices, as well as evolving Agency policies and initiatives, and Federal and State laws and regulations. Identifies opportunities to use network and cloud resources to facilitate implementation, compliance, and
achievement of those initiatives.
Manages and coordinates the operation of security systems, devices, access controls and relevant agency resources.
Serves as liaison between the IT Division and other WCC departments for security training and education, especially as new processes and procedures are developed.
Manages the IT personnel assigned to networking, administration, and cloud services. Aligns new and emerging security practices with existing administrative procedures.
Manages all security incident response activities and assigned investigative work.
Minimum Qualifications
Required Qualifications:
BA/BS in IT-related discipline or 5 years in an IT admin or IT engineering role
3+ years of experience supporting the accreditation of cloud-based systems
3+ years of experience with Windows environments
3+ years of experience with virtualization or cloud environments
2+ years of using information security and assurance practices and principles
Preferred Qualifications
DESIRED OR PREFERRED QUALIFICATIONS
Intermediate or advanced level certification in a widely recognized security designation (CISA, CISSP, CASP+, CySA+, etc.)
Working knowledge of industry-standard information security frameworks, such as NIST
Experience in performing and responding to security or compliance assessments or audits
