General Summary Under the general direction of the Systems Analyst/Programmer Specialist, the Project Manager or the Portfolio Director: leads the analysis, design, development, testing, and documentation on new and/or enhancements to existing applications. Formulates and defines system scope and objectives based on user-defined needs. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and desired results. Designs, codes, tests, debugs, and documents those programs. Has full technical knowledge of all phases of applications systems analysis and programming. Provides guidance and training to less experienced teammates. Troubleshoots application and data issues, communicates solutions, and collaborates with technical management to ensure integrated solutions across multiple work streams. Supports production systems, including on-call duties in a 24x7 environment. The ideal candidate will have experience in using analytical skills to research and evaluate options, providing high-quality, efficient business processes and solutions that promote enterprise-wide standardization. Principal Duties and Responsibilities Participate in requirements definition sessions to understand business objectives or problems. Collaborate with Business Analysts to understand functional requirements and develop technical designs. Analyze requirements, develop prototypes, and work with users to refine applications. Participate in peer/code/design reviews to ensure quality standards. Design, code, test, and implement complex programs; document according to IT standards. Create test scenarios and plans to verify client requirements are met. Assist in testing and analyzing results throughout the project. Enhance existing systems and participate in technical reviews. Support production systems by resolving problems, optimizing performance, and streamlining processes. Coordinate development tasks, problem tickets, and support team members. Perform root cause analysis and application resolution for issues. Provide second-level escalation support for client issues and application problems. Collaborate with teams, departments, vendors to define needs and solutions. Assign work and mentor less experienced team members. Ensure proper documentation and timely delivery of technical artifacts. Stay updated on new tools, technology, and functionalities. Promote teamwork and lead by example. Develop a personal training plan to acquire new skills and understand organizational strategies. Education/Experience Required Bachelors degree required; Masters preferred. Seven (7) years of applicable work experience required; healthcare experience preferred. Technical experience in software engineering, workflows, and processes. Previous supervisory experience preferred. Strong communication, interpersonal, and teamwork skills. Experience with SDLC and customer service standards. Physical Demands/Working Conditions Normal office environment with minimal exposure to noise, dust, or extreme temperatures.
