The District is seeking to fill one vacant Information Systems Technology Administrator position.
This position is a standalone, non-supervisory or management classification. The Ojai Valley Sanitary District (District) provides sanitary sewer service, collection & treatment, for residents of the City of Ojai and the unincorporated Ojai Valley. There are highly technical aspects corresponding to these major district responsibilities. The Information Systems Technology Administrator ensures the efficient and reliable operation of industrial electrical, automation, and IT systems. This role combines expertise in electrical systems, PLC and SCADA programming, industrial Internet of Things (IIoT) infrastructure, and IT oversight to support facility operations and maintenance. Responsibilities include hands-on electrical work, system troubleshooting, IT network management, and collaboration with engineering teams to drive continuous improvement and innovation.
Candidate must have the experience, knowledge and ability to: Plan, manage, coordinate, budget, organize, and direct District’s IT functions and activities, including Geographic Information (GIS). Develop, implement, and enforce IT-related standards, specifications, and administrative procedures, including cybersecurity best practices and compliance requirements, Ensure compatibility, upgrade, and perform maintenance of software and hardware systems, Collaborate with staff to operate, maintain, troubleshoot, and enhance IT systems. Oversee the design, installation, and maintenance of motor control systems (e.g., VFDs and solid-state motor controllers), instrumentation systems, PLCs, and SCADA systems to support real-time process control and monitoring. Manage industrial electrical systems to ensure safety, reliability, and operational continuity. Support the Engineering Department in reviewing and designing electrical, instrumentation, and control systems for new and existing projects. Develop and maintain District Electrical Specifications to align with industry standards and operational needs. Maintain a secure and reliable IT infrastructure to support business and facility operations. Manages network infrastructure, servers, email systems, user devices, and peripheral hardware. Oversees system performance, uptime, and cybersecurity to ensure operational continuity and compliance. With proper certifications, plan and perform routine and preventive maintenance on electrical and IT systems, including 480V panelboards, switchgear, MCCs, DCSs, local control panels, PLCs, lighting systems, and backup power systems, to maximize system reliability and minimize downtime. Plan, design/evaluate and implement new applications utilizing both internal and external IT resources, Plan for and maintains District Information Technology Disaster Recovery readiness. Assist management staff with long range planning of District IT functions, including the acquisition of equipment and software. Coordinate work with other District departments to provide timely, cost-effective, integrated systems and related support. Prepare and administer the IT department budget, reviews budget expenditure requests and recommend expenditure levels. Keep records secure and prepare reports regarding IT equipment, services, and functions. Perform related duties as required. Education: Equivalent to completion of twelfth grade or equivalent experience. Preferred: College level course work in information technology or a closely related field. Experience: Four (4) years of experience in industrial electrical systems, automation, PLC/SCADA systems, and IIoT infrastructure. Experience should include troubleshooting, installation, design, and maintenance in industrial automation, motor controls, and instrumentation. Experience may also include networking, server maintenance, and IT infrastructure in an industrial environment and/or cybersecurity protocols for both IT and industrial networks. Preferred three (3) years of experience in wastewater collection and/or water treatment industry. Licenses or Certifications: A valid Class C California Driver’s license with a driving record acceptable to the district’s insurance carrier. Preferred: Rockwell Automation Certified Systems Integrator, Rockwell Automation Certified VFD Startup Technician, California State Licensed Electrician, and/or OSISoft Certified Pi Systems Manager.
