The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies. Under the direction of a higher-level Information Technology Architect (Enterprise), the Information Technology Architect 1 (Enterprise) will be responsible for providing senior technical leadership within the project lifecycle, making decisions regarding the selection and utilization of software tools and platforms. The position will develop and implement integration standards and strategies within the scope of software development. Duties include, but are not limited to, the following: Evaluate, identify, and develop software solutions. Lead software development projects. Document and record every aspect of an application or software. Plan, track and schedule software deliverables. Locate and direct solutions for critical challenges involving software and hardware interfaces. Identify problems within software systems and resolve such issues. Develop good working relationships with other employees, such as Marketing Managers, Product Managers, Programmers and Engineers. Develop and implement system and data integration standards and strategies. Minimum Qualifications: Employment: Six (6) years of broad information technology (IT) experience, demonstrating a comprehensive understanding of software coding and programming languages, and its application within large-scale organizations. Four (4) years of specialized experience in enterprise architecture, software development, or a related technical role. Education/Experience Substitutions: Earned college degrees in computer science, software engineering, information technology or a related field of study may substitute for the specified years of broad IT experience as follows: Bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science, software engineering, information technology, or related field substitutes for three (3) years of general information technology experience; any bachelor's substitutes for two (2) years of general information technology experience. Associate degree with 15 semester credit hours in computer science, software engineering, information technology, or related field may substitute for one (1) year of general information technology experience. Candidates in a bachelor's degree program with at least 15 semester credit hours in computer science, software engineering, information technology, or related field may substitute such credits for one (1) year of general information technology experience. Master's degree or higher in computer science, software engineering, information technology, or related field substitutes for one (1) year of general information technology experience. Preferred Qualifications: Strong technical background with expertise in multiple technology domains, such as cloud computing, microservices architecture, databases, and integration technologies. Broad understanding of coding and programming languages, including SQL, Python, Java, JavaScript, Scala, C/C++, Ruby, Rust, Go, COBOL, etc. Experience with database design and data modeling, utilizing tools such as Unified Modeling Language (ULM). Extensive knowledge of the software development process and corresponding technologies, such as Agile, DevOps, and CI/CD. Excellent understanding of design patterns and architectural styles. Expertise with content management systems such as WordPress, Drupal, Squarespace, Joomla, Shopify, Adobe Experience Manager, etc. Good understanding of integration patterns and technologies, including but not limited to enterprise service bus (ESB) platforms and middleware solutions. Excellent communication and interpersonal skills, with the ability to effectively communicate complex technical concepts to non-technical stakeholders. Strong attention to detail, problem-solving and analytical skills, with the ability to quickly understand and address technical challenges. Knowledge of security, compliance, and regulatory requirements relevant to technical solution design. Experience working in cross-functional teams and leading technical discussions and decision-making processes.
