This position serves our partners at Minnesota Management and Budget (MMB). MNIT MMB supports critical business operations for the State of Minnesota, including enterprise human resources and payroll, state employee insurance, and benefits administration. The team also provides the technical expertise necessary to manage the state budget and provide economic forecasts to policymakers.
nAs a Senior Systems Analyst you will serve as the lead in efforts regarding security planning, design, implementation, and maintenance for the HUB, SEMA4, SWIFT FMS, ELM, and EPM statewide systems. This position will provide team leadership for feasibility studies, system designs, implementation, and enhancement of the statewide systems. This position will provide technical guidance, advice and assistance to other state agencies involved in use of MMB information. This position needs to understand security requirements and work with staff to design and develop a plan for implementation and technical support. Primary role is installation, configuration, and support for the MMB statewide systems.
nThis position will also serve as a lead administrator for granting online security access to the statewide systems to ensure access to these systems is limited to authorized users, provide guidance and troubleshoot problems for central (MMB and Administration Materials Management) and other state agency staff who are self-service and administrative users of MMB systems. Develops, administers, and maintains security policies, processes, and procedures. Serves as the security lead on projects requiring security review.

nThis position requires a minimum of five (5) years of information security experience in ERP systems, applications, and identity and access management.
nExperience must include:

Experience with SQL (Structured Query Language)

Knowledge of System Development Life Cycle (SDLC) concepts and security analysis

Experience supporting production Oracle/PeopleSoft application systems

Experience with Oracle/PeopleSoft Security Principles and methodologies

Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

Customer service skills that include active listening, empathy, and problem-solving.

A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.

Experience with PeopleSoft Security and PeopleTools for HCM, ELM, EPM, FMS, and HUB.

Experience with PeopleSoft Development with the use of PeopleTools for HCM, ELM, EPM, FMS, and HUB.

Experience with administering Database Refresh Strategies based on PeopleSoft Security Standards.

Experience with PeopleTools and Image upgrades specifically with PeopleTools 8.60 and above.

Experience working with User Profile Management, Permission Lists and Role based access control, Row-Level access, Dynamic role rules and managing security audits.

Knowledge of application development techniques to analyze and debug issues using Integration Broker, Application Engine, SQL, PeopleCode and PS Query.

Knowledge of Multi Factor Authentication (MFA), Single Sign-On (SSO) and industry's best practices.

Knowledge of newer PeopleSoft Concepts including Fluid Navigation, Unified Navigation, Nav Collections, Tile Security, Content References, OpenSearch and Dashboards.

Experience working closely with Business teams and supporting a Helpdesk is a plus.
