Job Summary
Loudoun County Government is seeking two (2) highly skilled and experienced professionals to serve as Learning and Development Specialists within the Office of Equity and Inclusion. Learning and Development:
Create and facilitate engaging learning programs that promote inclusive practices, service excellence, and professional growth. Utilize adult learning principles to create engaging learning materials, workshops, and e-learning modules. Deliver educational content through multiple formats, including in-person workshops, webinars, and e-learning platforms. Develop learning tools, curricula, and supplemental materials to support long-term knowledge retention and application. Serve as a strategic advisor to internal teams building capacity in areas related to access, cultural responsiveness, and inclusive communication. Departmental Partnerships:
Partner with departments to assess operational challenges and co-design approaches that promote consistency, fairness, and accessibility in public services. Guide departments in the development of strategic implementation plans aligned with broader County initiatives. Provide one-on-one coaching and small group facilitation to help teams navigate complex organizational questions. Assist in the implementation of departmental impact plans in alignment with the Loudoun Equity Action Plan (LEAP). Stakeholder Engagement:
Build and maintain strong relationships with department leaders to ensure alignment of learning programs with organizational priorities. Serve as a resource and advocate for employee development throughout the organization. Facilitate interactive meetings, forums, and events to foster collaboration across departments, employee groups, and community partners. Represent the Office of Equity and Inclusion on task forces and special projects requiring specialized knowledge in facilitation and learning. Research & Analysis:
Apply proven methodologies to design and implement surveys, assessments, and feedback tools that measure employee engagement, learning impact, and service effectiveness. Analyze quantitative and qualitative data to identify gaps, monitor performance, and propose actionable insights. Prepare reports, presentations, and visualizations that clearly communicate trends, outcomes, and opportunities for improvement. Assist with tracking and evaluating progress on department and County-wide goals, ensuring transparency and accountability. Program Support:
Develop and maintain detailed project plans, timelines, and tracking systems to monitor progress and meet established milestones. Conduct regular data analysis and gather qualitative feedback to inform continuous improvement and ensure programs remain responsive to evolving needs. Ensure compliance with relevant policies, regulations, and best practices in program delivery and evaluation. Proactively identify challenges and risks, recommending solutions to mitigate issues and enhance overall program success. Support capacity-building efforts by sharing best practices and lessons learned across departments Hiring salary is commensurate with experience. Minimum Qualifications
Minimum Qualifications: Bachelor's degree in Public Administration, Business Administration, or related field; three (3) years of related work experience in diversity, equity, and inclusion; or equivalent combination of education and experience.
Preferred Qualifications:
Demonstrated experience designing and facilitating adult learning programs across diverse audiences. Proficiency in instructional design, curriculum development, and various training delivery methods (e.g., in-person, virtual, blended). Experience designing learning with accessibility and language equity in mind is a plus. Strong analytical skills, with the ability to collect, interpret, and present data to inform decision-making and evaluate program impact. Experience supporting or conducting equity analyses to inform decision-making, policy development, or organizational change efforts. Familiarity with government operations or large organizational systems is a plus. Exceptional communication skills, including professional writing, presentation development, and the ability to convey complex concepts with clarity and precision. Demonstrated ability to apply systems thinking to identify patterns, connections, and root causes within complex organizations, along with a commitment to continuous learning and cultural humility. Relevant professional certifications are highly desirable and may include credentials such as SHRM-CP or SHRM-SCP; CPLP or CPTD (Certified Professional in Learning and Performance / Certified Professional in Talent Development); CDP or CDE (Certified Diversity Professional / Certified Diversity Executive; PMP (Project Management Professional) ;Lean Six Sigma, Prosci (Certified Change Practitioner); and data analytics certifications, such as Google Data Analytics, Microsoft Power BI, Tableau, or equivalent programs.
