LOCATION

Role Summary
Manage the research and support for program development for the bureau/department and coordinates the administration, development, and implementation of various community and/or economic development and planning initiatives, assigned. Facilitates activities necessary to make programs successful and works with municipalities, local governments, key stakeholders, educational institutions, and partners to develop programs in partnership within the bureau/department. Provides technical and analytical expertise as it relates to the bureau/department and strategies for community and economic development for the County. Represents the County on various commissions and tasks forces and is responsible for identifying and advancing legislation that will have an impact on community and economic activities. Contributes unique expertise to the development and implementation of community and economic policy and strategic planning documents for the bureau/department.
Typical Job Duties
Manage a single program or a portfolio of programs that align with key strategies within the bureau/department. Supervise program staff on day-to-day operations, overseeing program execution and ensures program goals and objectives are met. Ensures reports and recommendations on long- and short-range programs are compiled and assessed on time for review by key stakeholders. Creates and manages detailed program plans, schedules, budgets, and deliverables from concept though completion. Develops and implements policies and procedures to ensure the effectiveness of programs serving Cook County residents and businesses that align strategically with the bureau/department and county. Coordinates and develops with municipal organizations, Federal and State governmental entities on programs that will affect Cook County and suburban municipalities to insure completeness and timely delivery of reports, etc. Coordinates with internal and external stakeholders to ensure the County effectively responds to all financial and technical assistance requests. Monitors, research, and identifies funding opportunities to support programs. Evaluates programmatic metrics and oversees the preparation of impact narratives and program status reports. Attends community, civic and business organization meetings to promote the bureau/department programs and initiatives.

Knowledge, Skills And Abilities
Knowledge of a broad range of urban issues; State, Federal, local government legislative processes and impacts; communications industry. Ability to research and develop policies to impact community and economic development programs. Knowledge of the principles and practices of program planning, community development, workforce development, small business, and/or economic development. Ability to lead within the established objectives and make decisions regarding daily priorities and the application of technical/business processes for a work group or segment of a department. Knowledge of project management tools such as Gantt charts and project scheduling software; agile tools such as Scrum. Proficient knowledge of Microsoft Word, Excel, PowerPoint, Outlook, Teams, and SharePoint. Excellent verbal and written communication skills including the ability to document detailed program plans and program statuses to conduct meetings including formal presentations to diverse stakeholders. Proven ability to deliver programs within scope and budget and mitigate issues that may interfere with
program success.
Ability to use organizational and/or department objectives and goals to identify processes by which to meet those goals.
Minimum Qualifications
Graduation from an accredited college or university with a Bachelor's Degree or higher and Three (3) years of local government, community development, not-for-profit work, economic development, planning or directly related experience or An equivalent combination of education and/or experience.
Prefered Qualifications
Graduation from an accredited college or university with a Master’s Degree. Five (5) years of experience in community or economic development, public policy or urban planning. Three (3) years of prior management or supervisory experience.
Physical Requirements
Light Work involves exerting up to 20 pounds of force occasionally or up to 10 pounds of force frequently, or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects. Even though the weight lifted may be only a negligible amount, a job/occupation is rated Light Work when it requires: (1) walking or standing to a significant degree; (2) sitting most of the time while pushing or pulling arm or leg controls; or (3) working at a production rate pace while constantly pushing or pulling materials even though the weight of the materials is negligible.

RESIDENCY REQUIREMENT: Pursuant to the Shakman Consent Decree, Supplemental Relief Order, and the Cook County Personnel this position is exempt from the County’s career service rules, is at-will and political reasons or factors may be considered when taking any employment action. As an employee in a Shakman Exempt position, if you do not currently live in Cook County, you will have six (6) months from date of hire to establish actual residency within Cook County.
