Background:
The Contract Multimedia Specialist serves in a dual-capacity role supporting both the Congressional Staff Academy and the CAO Office of Communications and Marketing. This position is essential to the development and execution of high-quality digital media content that advances staff training, internal communications, and outreach initiatives within the House. The specialist plays a key role in producing multimedia products particularly video content and curriculum assets that enhance learning and engagement across CAO programs. Working under the direction of the Staff Academy Program Manager, the specialist collaborates with multiple CAO departments and stakeholders to deliver digital media solutions that are informative, accessible, and aligned with CAO branding standards. This position requires a creative, detail-oriented professional who can support all phases of the multimedia development lifecycle from planning to production while operating in a fast-paced, collaborative environment. The role does not include supervisory responsibilities.
Scope:
The Contract Multimedia Specialist will be responsible for the end-to-end development of multimedia content in support of CAO training and communication initiatives. This includes videography, post-production editing, and curriculum-aligned media development. The specialist will gather requirements from stakeholders, conceptualize content, select appropriate tools, create prototypes, and deliver final digital products that meet program objectives and technical standards.
Requirements:
Bachelor’s degree in graphic design, Visual Communications, or related field 3+ years’ experience in multiple digital media functional areas, including video publication/syndication, web production, audio and photo editing, and motion graphics Must have professional, relevant, and timely experience with Adobe Premiere Pro, Adobe After Effects, Adobe Illustrator, Adobe InDesign, in PC and Mac environments Experience creating adult informational content Experience with media production, communication, and visual aid preparation
Responsibilities:
Planning, filming, and editing video content for use in learning modules, marketing campaigns, and internal events. Collaborating with instructional designers and subject matter experts to create engaging and educational digital content Advising on multimedia strategies and tools to enhance the user experience and support content goals Ensuring all assets meet accessibility, branding, and quality guidelines set by the CAO Providing technical support and creative input during all stages of multimedia production The ideal candidate will bring strong creative judgment, technical proficiency in multimedia tools, and the ability to translate complex ideas into clear, engaging visuals. Flexibility, communication skills, and attention to detail are critical to successfully supporting this role across departments

Description of Work:
Consults with customers and stakeholders to determine needs and ensure customer satisfaction of desired services in videography, video editing and motion graphics Working closely with the Senior Instructional Designer and Director of Communications and Marketing, designs and produces concepts and presentation approaches for visual communication media, working with cross-functional team members to meet specialized customer needs Participates in project teams supporting House offices on high-profile or complex projects, often in tight- turnaround situations Maintains up-to-date knowledge of current multimedia editing software and techniques, emphasizing the Adobe Creative Suite. Assists with training team members using video equipment and multimedia software tools Prepare recommendations for improvements, modifications, and/or enhancements to assure responsiveness to changing requirements. In a timely manner, inform senior management of unusual problems and unanticipated constraints on resource requirements Participate in the development and distribution of all related program documents and materials Performs other official duties as assigned
