The State of New Hampshire, Department of Information Technology, Infrastructure & Operations Division - Telecommunications has a full time vacancy for IT Manager V.
SUMMARY:
Manage the implementation and operation of a unified state agency-wide Voice over Internet Protocol (VoIP) based telephony system. Manage the relationships with vendors providing telephony services to the state. Manage the Telecommunications Team handling the troubleshooting, configuration, implementation, and testing of telephony and data (cabling) solutions in the state.
RESPONSIBILITIES:
Manage and implement a variety of complex IT-focused projects by applying solid project management techniques. Successfully develop strategic and tactical priorities while balancing competing interests and building stakeholder consensus.
Communicate effectively with all levels of personnel and management to ensure the timely and successful completion of VoIP implementation and upgrade projects, as well as telecommunications projects and initiatives related to telecommunications network systems-covering transport, access, switching, IP/Data, and data center environments.
Cultivate and sustain professional working relationships with DoIT management and teams, as well as with the management and staff of various DoIT customers. This includes collaborating with department heads and commissioners to develop, enhance, and communicate services that meet the evolving needs of these agencies. Additionally, work closely with the Network Operations Team to support and maintain the state network infrastructure.
Draft and negotiate support contracts with external vendors, ensuring clarity and alignment with organizational objectives. Oversee teams of contractors and internal staff to implement and operate the VoIP system and other telecommunications projects. Serve as the primary liaison between customers and vendors, facilitating smooth project execution and ongoing support. Provide day-to-day support for interactions with customers and carriers regarding installations, contractual agreements, and system configurations.
Develop long-term funding strategies and sustainability plans in collaboration with the Financial Officer to ensure ongoing support for technology initiatives. Prepare operational and capital budgets consistent with the State's budgeting process and continuously monitor and reconcile actual expenditures against these budgets to ensure fiscal responsibility and accountability.
Monitor and report on program operational status and activities for efficient and effective allocation of resources by evaluation projects, coordinating required changes and implementing legislation.
Responsible for the acquisition, operation, maintenance, and performance of the telephony system required by the businesses of DoIT customers.
Oversee and supervise staffing in order to accomplish program and project objectives and ensure subordinate employees receive timely performance appraisals; approve annual increments for satisfactory performance
Participate in ongoing training to maintain the educational requirements of changing technology and participate in the training of other staff members as necessary.
Evaluate opportunities for new communications technologies and services to be implemented and offered to agencies.
Develop long range plans, analyze staffing requirements and formulate long-range policies and procedures and a governance structure for the administration of the statewide telephony system.
Provide On-Call Support and work overtime as needed.
YOUR EXPERIENCE COUNTS Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education/Experience:
Bachelor's degree and 9 years of experience OR equivalent combination of 13 years of education and experience after completion of high school. Education and experience must be in information technology or data management, five years of which must have been in a supervisory or management capacity.
License/Certification:
Driver's License and access to transportation
Other Requirements:
Must have strong written and oral communication skills along with the ability to make frequent public speaking engagements.
