Organization's Summary Statement:
The Center for Transition & Career Innovation (CTCI) at the University of Maryland is recruiting a program evaluator to work as an integral member of the Center. CTCI's mission is to inform policies and practices that expand access to essential programs, resources, and services while creating meaningful opportunities for youth with disabilities. CTCI is housed within one of the nationally top-ranked Colleges of Education on the flagship campus of the University of Maryland system. Current CTCI projects include state- and federally-funded education, training, technical assistance and research contracts and grants designed to improve the academic, employment, and independent living outcomes of youth and adults with disabilities.
The individual in this position will contribute to the Center’s portfolio of research and program evaluation activities. They will serve as a collaborative team member on multiple projects and may also lead specific initiatives, depending on expertise and funding. The role emphasizes the design, implementation, and dissemination of program evaluation and research methods that align with CTCI’s mission to improve education, employment, and community outcomes for youth and adults with disabilities.
Responsibilities The Program Evaluator will contribute to the design, implementation, and reporting of evaluation and research activities across a variety of funded projects. Responsibilities will vary based on project needs and may include serving as a lead on specific efforts or contributing as a team member. In addition to evaluation duties, the position may support administrative activities along with efforts to secure new funding aligned with the Center’s mission.
Primary Responsibilities ● Design and implement evaluation plans for research, training, and technical assistance projects, including formative and summative assessments of implementation and outcomes. ● Develop, manage, and use data collection tools (e.g., surveys, interviews) and both oversee and conduct data coding, cleaning, and preparation for analysis. ● Analyze quantitative and qualitative data to inform program improvement and fulfill reporting requirements. ● Prepare clear, concise reports, briefs, summaries, and presentations for diverse stakeholders. ● Manage technical, staffing, and financial aspects of projects, including meeting with funders and clients. Research and Project Support ● Identify funding opportunities that align with the Center’s mission ● Propose innovative ideas for research and evaluation projects. ● Contribute to writing grant narratives, developing evaluation plans, and preparing budgets and supporting materials for funding proposals.
Minimum Qualifications: Knowledge & Abilities ● Advanced knowledge of programs, policies, and research involving youth and young adults with disabilities ● Advanced knowledge of program evaluation design and implementation ● Independently conduct complex scientific research or scholarship ● Ability to gather and analyze research data, and compile data for reports and summaries in various formats for targeted audiences ● Proficiency with data analysis and management tools such as R, Excel, SPSS, SAS, NVivo, or Dedoose for quantitative and qualitative research ● Ability to prepare clear and concise reports; draft and compose correspondence, standard reports, and spreadsheets ● Ability to display strong interpersonal skills interacting in a professional manner with community partners and CTCI staff ● Ability to display exceptional organizational skills, meet deadlines, display detail orientation, and possess good judgment and common sense ● Ability to display sensitivity toward individuals from underrepresented groups (i.e., disabilities, ethnic minorities, second language learners, first generation students, veterans, international students, etc.) ● Past experience with generating contracted and grant-funded projects ● Exceptional writing and verbal skills
Education/Experience ● Master’s degree in program evaluation or related field is required; doctorate degree preferred ● At least five to ten years conducting and directing program evaluation activities for large projects ● Documented history of generating contract and/or grant funding for projects ● Documented history of working as a Principal Investigator, Co-PI or Project Director on funded projects ● Documented history of publishing articles for peer-reviewed journals
