General Description JOIN OUR TEAM AS A SR. PLANNER! Pasco County Planning and Development department is currently seeking a Sr. Transportation Planner to join the team! The role of Sr. Transportation Planner involves advanced and responsible professional planning work of complex specialized projects and studies with a minimum of supervision.
Essential Job Functions
The senior Transportation Planner is responsible for managing the Transportation Planning studies related to Rezonings, Site Plan reviews and Right of Way use permits for the Development Review Services department. The position works closely with the Principal Transportation Planner and the Director of Development Review Services to ensure the Land development Code requirements are implemented effectively and equitably achieving Pasco County's transportation plans, policies, and programs. Works independently and with minimal direction to coordinate and provide transportation planning services for the designated planning area. Responsible for managing projects directly, promoting strategic organizational planning and other efforts to improve the functioning and effectiveness of the organization and to foster good public relations. Plays an active role in creating and implementing design standards that support Pasco County's diverse communities in both the Land Development Code and the Comprehensive Plan. The ideal candidate with will possess a thorough understating of transportation planning and engineering principals and implementation thereof via industry approved software, design standards, and strategies. Interprets and communicates to others the function and intent of local land use laws, rules, and regulations. Prepares presentations to the Board of County Commission and the Planning Commission. Plans, organizes, and reviews the work of subordinates as needed. Performs related work as required
Project Management: Provides quality assurance/quality control activities for Department-produced transportation planning documents. Utilizing appropriate measurements and analysis to track progress and define success. Identifying opportunities and solutions for process improvement. Supports Principal Planner with resource leveling, training staff, proposing strategies to increase efficiencies. Knowledge, Skills and Abilities
Knowledge of the principles and accepted practices of transportation planning. Knowledge as to methods of collection and analysis of traffic/planning data and experience in the preparation of transportation planning reports and studies. Ability to and experience with presenting ideas and findings clearly and concisely in both written and oral form to community-at-large, Board members, stakeholders and other audiences. Ability to plan, with strong organizational and communication skills, and supervise the work of subordinates. Ability to establish and maintain an effective working relationship with subordinates, superiors, other County departments, community officials, citizens and State and Federal officials. Ability and experience addressing civic organizations and committees. Ability to operate a personal computer and presentation software. Ability to generate professional reports using software like Microsoft Word, Excel and Power Point. Demonstrated ability to plan and execute complex projects with specific deadlines involving multiple teams. Ability to foresee the entire projects as a whole and anticipate potential disruptions and possess effective skills to minimize potential impacts on the process using tools for project management like MS Project or other reporting tools. Knowledge and experience in using transportation analysis tools like Synchro and HCS Knowledge of roadway design and being able to determine roadway improvements needed to bring the roadway back to standard conditions following county design standards. Ability to interpret results from the transportation model which is used in the preparation of traffic analysis reports. Ability to negotiate transportation improvements with developers and develop conditions of approval for a variety of projects. Ability to prepare reports/findings for ongoing developments projects. Ability to research Best Practices and examples of excellent codes that work and draft text that is applicable to Pasco County conditions and acceptable to stakeholders.
Minimum Requirements PHYSICAL SKILLS:
Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE:
Graduation from an accredited college or university with a Master's Degree in Civil Engineering with a focus in Traffic/Transportation Planning or a closely related field and four (4) years of professional experience in traffic engineering or transportation planning.
LICENSES, CERTIFICATIONS OR REGISTRATIONS:
Must possess a valid Florida driver's license. Professional Engineer (P.E.) and/or AICP preferred.

Mid-management/Professional grade, and management personnel may receive 40 hours of admin leave per calendar year.
Effective July 1, 2011, FRS members must contribute 3% of their salary as retirement contributions, on a pre-tax basis (the salary is reduced by the amount of the employee contribution before determining the federal income tax deduction).
