Summary Objective
The purpose of this position is to provide advanced level support of critical SCADA software applications and hardware/field devices and is responsible to identify, plan, develop and deliver recommendations and technical SCADA solutions to meet the City needs. This class works under general supervision, independently developing work methods and sequences.
This is a multi-position posting. Depending upon education, experience and current certifications, candidates may be considered for either a SCADA System Analyst or Senior SCADA System Analyst vacancy. Positions/minimum requirements are defined below, all current certifications must be submitted at the time of application. Essential Functions The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. SCADA System Analyst Essential Functions Manages and maintenance and repair SCADA systems. Maintains and updates the databases associated with the SCADA system. Maintains and updates the associated displays required for operations within the SCADA system. Performs preventative and corrective maintenance of a wide variety of electronic and SCADA system Identifies and resolves all regular and extraordinary maintenance and repairs required to ensure continuous and dependable water production. Coordinates SCADA maintenance activities with plant operations to minimize disruption of plant production. Identifies opportunities for continuous improvements for enhancing the SCADA system. Analyzes SCADA equipment failures to determine cause and to prevent recurrences. Ensures the proper use and care of tools, materials, and safety equipment involved in maintenance and repair work. Reads, interprets, and works from blueprints, drawings, sketches, plans, specifications, and mechanical illustrations. Installs, programs, maintains, troubleshoots, documents and repairs a wide variety of industrial instrumentation which include computer systems, electronic monitoring, metering, controlling, signaling devices, PLC control systems, VFD control systems, SCADA system controls, fiber optic and Ethernet systems used in production, treatment and distribution of water. Keeps records of all maintenance work done on equipment in a Computer Maintenance Management System (CMMS), and prepares routine and special reports. SCADA System Analyst Essential Functions

Ensures the proper use and care of tools, materials, and safety equipment involved in maintenance and repair work. Reads, interprets, and works from blueprints, drawings, sketches, plans, specifications, and mechanical illustrations. Installs, programs, maintains, troubleshoots, documents and repairs a wide variety of industrial instrumentation which include computer systems, electronic monitoring, metering, controlling, signaling devices, PLC control systems, VFD control systems, SCADA system controls, fiber optic and Ethernet systems used in production, treatment and distribution of water. SCADA System Expertise: Strong understanding of SCADA software and platforms (e.g., Wonderware, Ignition, GE iFIX, VT SCADA), industrial control systems (ICS) including PLCs (Programmable Logic Controllers) and RTUs (Remote Terminal Units). Security and Compliance: Ensure compliance with security policies and procedures, including administering and monitoring data security profiles. System Development and Implementation: Collaborate on system development and testing, including designing, developing, writing, and implementing SCADA/PLC/HMI programming code. System Monitoring and Maintenance: Analyze SCADA systems to ensure proper functioning, performance, and data integrity, including performing regular system maintenance for optimal integrity and data protection. They also implement upgrades or modifications as requested by users and communicate status updates. Project Management: Oversee tasks and timelines for IT/OT projects, potentially functioning as a technical lead with contracted vendors. Data Analysis and Reporting: Analyze data trends and generate reports to identify patterns, optimize processes, and improve system efficiency. Project Management Skills: Ability to plan, organize, and manage project tasks effectively. Also working with contracted vendors on implementing new systems and process upgrades. Analytical and Problem-Solving Skills: The ability to analyze operational data, identify problems, and develop effective solutions. Technical Skills: Knowledge of industrial automation protocols, network design and cybersecurity principles for SCADA systems, and familiarity with different SCADA platforms. Technical Support: Provide support for SCADA system users, responding to requests for information and consultation, and conducting field inspections of systems. $27.86 - $36.21 MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
High School Graduation or GED equivalent. Two (2) years of recent experience in the maintenance and repair of SCADA systems, preferably in water treatment, performing duties related to this position or an equivalent combination of education, training and experience. Must possess and maintain a valid state driver's license with an acceptable driving history
Senior SCADA System Analyst Pay Range
$32.25- $41.92 MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Associates degree or Trade School certification in relevant data/programming/instrumentation field of study. Five (5) years of recent experience in the maintenance and repair of SCADA systems, preferably in water treatment, performing duties related to this position or an equivalent combination of education, training and experience of which one year serves in a lead or supervisory role. Must possess and maintain a valid state driver's license with an acceptable driving history.

KNOWLEDGE, SKILLS AND ABILITIES:
Broad knowledge of aspects and principles of maintenance and repair electronic and SCADA systems. Comprehensive knowledge of PLC and SCADA programming. Ability to read and interpret blueprints, plans, and specifications. Ability to read and interpret job-related documents and technical publications. Knowledge of mathematics and the ability to make accurate calculations. Effective verbal communication, training, written communication, and reporting skills. Ability to establish and maintain effective working relationships with staff, contractors, vendors, and the public. Analytical and problem-solving skills, as well as decision-making skills and sound judgment. Knowledge of and commitment to safe work procedures. Proficiency in the use of standard computer applications such as word processing and spreadsheet. Ability to learn and operate computerized maintenance management systems. Physical ability to climb ladders and gain access to difficult and confined space areas around mechanical equipment, building systems, and roofs.
PHYSICAL DEMANDS: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or skill, adeptness and speed in the use of the fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.
