Senior Program Director - Operations
will be responsible for effectively managing the overall operations of the NGA West campuses in St. Louis and Arnold, MO, through subordinate supervisory and management personnel. This includes overseeing performance, productivity, safety, and efficiency to meet contractual standards and ensure customer satisfaction. Primary Duties
Assist in managing all activities ensuring that all elements of the contract statement of work (SOW) are executed at or above contract standards. Organize and apply management, technical, and logistics resources to ensure cost-effective, safe, efficient, and high-quality contract execution. Communicate operational philosophy, strategic plan objectives, and performance expectations to management and project staff. Establish a project-wide atmosphere of openness, trust, and proactive customer service. Monitor customer relationships to proactively resolve issues and maintain clear communication on expectations and performance. Perform other related duties as assigned. Additional Responsibilities
Collaborate with direct reports to set goals supporting the strategic support plan. Review and recommend staff and training programs. Continuously review project performance and technology to innovate management and technical practices. Review business systems, procedures, and methods to improve efficiency. Assist with safety, health, and environmental functions, ensuring safe work practices. Monitor costs, financial reports, and budgeting to control operational expenses. Coordinate work priorities and oversee methods, procedures, and programs. Improve cost-effectiveness and efficiency where possible. Oversee maintenance, repair, and service operations for quality and compliance. Manage personnel, including hiring, termination, compensation, and promotions, in collaboration with the Program Manager. Perform PM duties in the manager’s absence. Qualifications
8-10 years of experience in project management roles with similar scope and responsibility. Bachelor’s degree required; experience managing large BOSCs preferred. Expertise in janitorial, material management, and facilities maintenance services. Ability to obtain Top Secret/SCI clearance with polygraph and pass background/security checks. Knowledge, Skills, and Abilities
Strong technical knowledge of facilities maintenance including HVAC, electrical, plumbing, and safety systems. Experience with PM and CM programs, logistics, and administrative support services. Personnel management experience with excellent communication skills. Energetic, strategic thinker with high ethical standards and professional demeanor. Ability to develop budgets, forecasts, and financial analysis. Skilled negotiator with knowledge of government and commercial outsourcing environments. Proficiency in operating and contractual documents, computer skills, and MS Office suite. Physical Demands Regular standing, reaching, talking, and hearing; occasional walking, sitting, and lifting up to 50 pounds. Specific vision abilities required include close, distance, and depth perception, with reasonable accommodations available.
