As an integral part of the Operations Division, the Superintendent of Operations – Water Distribution and Controls plays a vital leadership role in ensuring the safe, reliable, and efficient delivery of water to the community. This position is responsible for the oversight, maintenance, and performance of a complex water distribution system, including the supervision of daily operations, infrastructure integrity, and regulatory compliance.
The Superintendent manages a team of fifteen employees, eleven focused on distribution and four on controls, and is accountable for an operational budget of $2,652,799. This role involves operational leadership, staff development, and performance management to ensure high standards of service delivery.
If the incumbent possesses a valid California State Water Resources Control Board D5 Distribution Operator Certificate, they will serve as the Chief Distribution System Operator, assuming full responsibility for regulatory compliance and operational oversight of the water distribution system.
Key responsibilities include:
Daily oversight and management of the water distribution infrastructure
Operation and oversight of the Supervisory Control and Data Acquisition (SCADA) system to monitor, diagnose, and optimize system performance in real time
Supervision, mentoring, and development of operational staff, ensuring compliance with safety protocols, technical standards, and organizational goals
Budget management, resource allocation, and operational reporting to support efficient service delivery and long-term capital planning
Coordination with internal departments, contractors, and regulatory agencies to support maintenance activities, capital projects, and emergency response
Key priorities include:
Ensuring the reliable delivery of safe, high-quality drinking water to the community through effective system oversight and regulatory compliance
Leading infrastructure improvements and modernization efforts
Managing and maintaining a complex, high-performing water system, including treatment facilities, pump stations, valves, tanks, and SCADA operations, with a focus on operational efficiency, sustainability, and resiliency
THE IDEAL CANDIDATE WILL:
Possess strong technical knowledge of water distribution systems, including the operation, maintenance, monitoring, and evaluation of water system infrastructure such as treatment plants, pump stations, valves, and storage tanks.
Have hands-on experience with SCADA systems including system monitoring, diagnostics, and the use of data to improve system performance and reliability.
Demonstrate a deep understanding of state and federal regulatory requirements, including those set forth by the California State Water Resources Control Board and Division of Drinking Water.
Be experienced in supervising shift-based operations, ensuring seamless coverage, effective communication, and consistent performance across all shifts.
Demonstrate proficiency with Microsoft Office, Geographic Information Systems (GIS), and Enterprise Resource Planning (ERP) software to support operational analysis, reporting, and data-driven decision-making.
Bring a proven track record of developing, coaching, and supervising staff.
Communicate in a proactive, approachable, and responsive manner, demonstrating a clear understanding of internal and external stakeholder needs and a strong commitment to meeting them.
Build and maintain effective working relationships with employees at all levels of the organization, regulatory agencies, contractors, and the public.
Be a flexible, reliable, and detail-oriented self-starter with high standards for quality, safety, and accountability in all work products and decisions.

HERE Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Graduation from college with a degree in Engineering or other related field; and five years of increasingly responsible experience in water distribution system operations and/or water system maintenance, at least three years of which must include supervising the work of others. OR Completion of the twelfth grade or its equivalent; and seven years of experience at least three years of which must include supervising the work of others in the applicable area of responsibility, depending on assigned areas. Qualifying areas of experience may include one of the following: Operation of a T5 rated conventional surface water treatment plant. Operation of a D5 rated distribution system. Maintenance of a complex water system(s) which may include one or more of the following: system maintenance and facility maintenance. AND Required Certifications: For Water Distribution System area of responsibility, a valid Grade D3 Water Distribution Operator Certificate issued by the California State Water Resources Control Board Division of Drinking Water
at time of application . The Superintendent must obtain a valid California State Water Resources Control Board Division of Drinking Water D5 Distribution Operator Certificate within 72 months of appointment. License: Possession of, or the ability to obtain, a Class C California driver's license issued by the State Department of Motor Vehicles and satisfactory driving record. Other Requirement: Be available to work on an on-call basis for non-routine situations and emergency responses.
