Systems Analyst 3
Location: Austin, TX
4 Days Remote, 1 Day Onsite
Start Date - 10/1/2025
End Date - 8/31/2026
Submissions due by 8/3/2025
This is a Systems Analyst 3 position working closely with the Texas Health and Human Services Commission. The role requires understanding business objectives, identifying solutions, and performing studies and cost/benefit analyses. Extensive experience with PeopleSoft FSCM is essential.
Key Responsibilities
Analyze user requirements, procedures, and problems to automate processing or improve existing computer systems.
Consult with organizational personnel to analyze current procedures, identify issues, and determine input/output requirements.
Write detailed descriptions of user needs, program functions, and development steps.
Review system capabilities, specifications, and limitations to assess feasibility of requested changes.
Implement experience with PeopleSoft FSCM 9.2 Accounts Receivable and Billing modules, including requirements gathering, fit-gap analysis, and data mapping.
Minimum Requirements
8 years of experience as a Business Analyst on PeopleSoft Financials and Supply Chain Management (FSCM) projects.
8 years of experience with PeopleSoft FSCM 9.2 Asset Management.
8 years of conducting formal work sessions and functional analysis presentations.
8 years of performing system integration and external interface testing.
8 years of experience with Microsoft O365 applications (Word, Excel, PowerPoint, Visio).
At least 2 years of experience with MS Teams and Channel communication in large teams.
Preferred Experience
Experience with public sector organizations (Federal, State, or Local Government).
Experience working with the CPA CAPPS Financials.
Experience with PeopleSoft FSCM 9.2 General Ledger and Commitment Control.
Experience with SharePoint and Jira.
Experience working within the Scrum framework.
