155,734.00 - 173,878.00 Closing Date: 8/11/2025 Job Summary: The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 800 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel. This position is located in the Immediate Office, Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The incumbent of this position will manage and promote the mission of the Congressional Excellence Program Office to encourage inspired service through visionary leadership, building significant impact, and operating with distinction throughout a Member’s time in Congress. Congressional Excellence Program Partners are certified consultants working as trusted counsel, strategists, leadership coaches, facilitators, and educators to build a comprehensive roadmap for lasting achievement with Members, Chiefs, and other staff who come together every day to serve their district and our Nation. Sourced from the fields of Leadership, Adult Development, Organizational Learning, Strategy, Systems Theory, Integral Theory, and Positive Psychology, the Congressional Excellence Program is a senior-level leadership and management development program designed for current and future generations of Congressional leaders to: Develop a compelling Member vision of service and infuse it into all that they do; Enhance the partnership between the Member and Chief; Display excellence in leadership; Generate significant impact on behalf of their district and our nation; and Build staff capability, performance, and satisfaction that supports operational excellence every day. Major responsibilities include encouraging inspired service through visionary leadership, building significant impact, and operating with distinction throughout a Member’s time in Congress. Congressional Excellence Program Partners, work as trusted counsel, strategists, leadership coaches, facilitators, and educators to build a comprehensive roadmap for lasting achievement with Members, Chiefs, and other staff who come together every day to serve their district and our Nation. The position has day-to-day supervisory/managerial responsibilities. Primary Duties/Responsibilities: · Leads the Congressional Excellence (CE) Program at the House of Representatives. · Understands the core purpose and work product of the Program – leadership and organizational development · Engages in oversight of quality and drives improvement with both CE partners and Member offices. · Advocates for the CE Program and promotes the Program’s benefits and services to bring awareness to Congressional offices. · Ensures the behavior of the Congressional Excellence Program is consistent with ethical standards of the House. · Participates in the selection and hiring of Partner consultants (contract and full-time employee positions). · Creates an innovative team environment for all consultants to include discussion and training on the CE Program and creates opportunities for continuous improvement. · Thinks strategically and innovatively, operating with an entrepreneurial vision of how to grow the Program · Serves as a visionary leader and influential advocate to Congress, the CAO, and the public. · Prioritizes organizational sustainability through planning with clearly established priorities, ongoing development of CE staff, and regular monitoring of progress toward goals. · Assists with the development and preparation of Congressional testimony, draft budget formulation documents and narratives, and generates reports in response to Congressional mandates. · Analyzes, interprets, and synthesizes information to inform organizational decision-making; provides recommendations for improvements, modifications, and/or enhancements to assure responsiveness to changing requirements. · Monitors projects, initiatives, and day-to-day functions and responsibilities controlled by, assigned to, or associated with the responsibilities of the Director role. · Assigns, monitors, communicates the development, implementation, and modification of internal workplace policies, standards, procedures, practices, as well as training and communication programs to the CAO and CE staff and consultants. · Promotes and articulates those values associated with workplace safety, best practices, exemplary business ethics, and integrity. · Ensures full organizational compliance with applicable privacy and confidentiality requirements. · Performs other official duties as assigned.
Qualifications: · 15 to 20 years of mission-driven leadership and progressively responsible experience in governmental and non-governmental organizations. · Experience as a Congressional Chief of Staff, Deputy Chief, or Staff Director is desirable. · Policy experience a plus as that experience pertains to assisting members and their offices in constructing and executing their long-range strategies. · Demonstrated ability to lead the development of a shared vision for an evolving organization, to inspire and engage others in its achievements, and to align day-to-day operating plans with long- term strategic growth goals. · Proven track record of excellence, including development and execution of engagement and change strategies designed to grow program scale and impact. · Successful record of fiscal management and oversight. · Significant success in building, motivating, and retaining excellent teams and fostering positive staff environments and cultures. · Proven coalition-building skills, with an ability to communicate and work effectively with a variety of stakeholders, including other organizations within the CAO, as well as Committees and Leadership. **Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).
