Summary
This position's results-focused mission is to efficiently, effectively, and economically support the mission and vision of the Information Technology Department while consistently maintaining and protecting the Macon-Bibb County Government's web services. The Web Programmer is responsible for managing the content of the County's website through cross-team collaboration within the County Departments and the public to understand user needs, test user interfaces, and continuously update the County's website while maintaining brand standards. This position plays a vital role in ensuring the website's content is accurate, accessible, engaging, secure, and up to date. Essential Duties and Responsibilities
Develops and maintains web/user interfaces, back-end applications and APIs for websites operated by Macon-Bibb County Government. Maintains the integrity, reliability, and security of Macon-Bibb County web services. Communicate with County departments and partners to understand needs and assist in discovering possibilities to reduce and streamline workloads through effective web solutions and/or automation. Performs routine maintenance, troubleshoots problems, and configures computer software, hardware, peripherals, and support systems in support of web operations. Develop and test web-based database applications utilizing the principles of the software development life cycle. Document changes to existing code for successful deployment to production systems. Support and maintain systems within the established service level agreement for the applicable system. Education, Training and Experience
The Web Programmer should possess, at minimum, a Bachelor's Degree in Computer Science or a related field; at least one year experience in working with local government or with public agencies; and at least four years of experience in website management; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities to successfully perform the duties and responsibilities of the position. Knowledge, Skills, and Abilities
Required Skills: HTML/HTML5, CSS/SCSS/SASS, JavaScript/AJAX, ASP.NET, jQuery, C#, PHP, Responsive Design and Breakpoint implementation MySQL client/API familiarity. Additional Preferred Skills: Responsive Frameworks (e.g. Bootstrap), Python, JavaScript templating, ReactJS, Git, C#, JSON, SQL, REST, Photoshop Experience with relational databases, including schema design and writing SQL queries Ability to create scalable REST APIs Advanced knowledge of Content Management Systems Ability to analyze and edit existing applications to improve functionality Ability to implement user interfaces from conceptual designs Ability to build secure, reusable code and libraries for future use and improve existing code and its design by applying appropriate refactoring. Advanced QA/QC expertise, ensuring that all new application features and updates are well tested and function as expected Ability to communicate effectively with business analysts, systems administrators, program managers, county leadership, and subject matter experts to ensure solutions meet business needs Ability to maintain effective working relationships with county officials, fellow employees, vendors, and with members of the general public. Ability to provide back-up IT support, primarily in the areas of cyber security compliance and limited desktop guidance.
