Job Description And Duties
Under administrative direction of the Information Technology Supervisor II, of the Enterprise System Operations and Support Section, the Information Technology Associate will act as lead in administering and coordinating the State Controller’s Office’s (SCO) Data Center Billing and California Department of Technology (CDT) Service Requests (SR) for SCO Divisions.
Duties performed:
(Candidates must perform the following functions with or without reasonable accommodations.)
Process and reconcile the SCO/CDT monthly invoice, updating the legacy SCO/CDT billing database tables. Edit and re-design the database based on intricate CDT file changes and write special purpose reports for SCO management and the accounting office. Validate the CDT charges and review the invoice for erroneous items, collaborating with CDT accounting staff and management to resolve billing issues. Maintain and monitor the SCO/CDT Service Request (SR) automated applications, directing staff in submitting CDT SR’s. Lead and coordinate service request issue resolution with CDT, ISD, and SCO staff. Create, update, and document the SCO/CDT service request system and processes and train backup staff. Communicate with SCO IT and business managers, internal/external staff regarding the CDT billing and IT budget. Update and create CDT budget spreadsheets, generating budget reports for SCO’s management and responding to questions regarding CDT billing and budget issues. Collect data and report priority project costs to ISD project managers, SCO business managers and departmental accounting office. Provide ongoing support to programmers requesting new and modified IDD components, including the research and analysis of the impact of all change requests. Act as a consultant to Information Systems Division (ISD) programmers in solving IDMS/IDD system and migration problems. Advise and resolve any change control conflicts, impose IDD standards, and schedule migrations. Use various processing tools, such as Job Control Language (JCL), Time Sharing Option (TSO), Interactive System Productivity Facility (ISPF), Execution Scheduling Processor (ESP) and others to perform migrations. Configure and evaluate new migration software, creating and maintaining documentation and end-user procedures for the migration process. Develop, coordinate, plan, execute and verify complex migrations of IDMS programs, data elements, and other components from Development, Test, Stage and Production environments using multiple automated migration tools in both the IDMS and PC/Client Server environments. Collaborate with the Database Administrators on Database Schema Record migrations. Evaluate, test and approve migration software upgrades, supporting the development, test, and production CDT Data Center software for multiple enterprise mainframe products installed at SCO. Serve as backup to the Development Data Guidance (DDG) specialist. Migrate mission-critical system’s source code changes through Development, Test, Stage, and Production environments for complex business system applications residing on the mainframe. Analyze migration request(s) to verify all data provided to execute migration and resolve problems. Maintain application and system source code within the load libraries where the compiled load modules are stored using Panvalet utilities. Reconcile load libraries and Panvalet libraries to ensure uniformity between Test, Stage and Production libraries, and determine the course of action to correct errors found. Manage jobs and ESP events, delete obsolete programs, and co-evaluate vendor-supplied migration and source code storage software for the State Controller’s Office’s use. Serve as backup to the ISD RACF Coordinator using IBM’s Resource Access Control Facility (RACF) software utility. Participate in the SCO CDT Disaster Recovery (DR) biannual test exercises by providing technical and analytical support. Collaborate with the team’s CDT DR technical lead(s) to assist with test coordination efforts, attending meetings as required.
