GENERAL SUMMARY

Responsible for managing the preparation, documentation, and disbursement of payroll checks, taxes and payroll deductions. Responsible for ensuring that the organization operates within the policies, procedures and regulations set forth by federal, state and local laws or any other contractual agreements. Work involves advanced working knowledge of MUNIS financial accounting system, TimeClock Plus (TCP) Time and Attendance system, internal audits, bargaining/employment contract compliance and Massachusetts general laws.

ESSENTIAL DUTIES & RESPONSIBILITIES

Maintains oversight of payroll. Implements and maintains payroll best practices. Coordinates communication of payroll related matters. Reconciles payroll related general ledger accounts. Coordinates wage and tax reconciliation with vendor and ensures tax deposition and filing accuracy. Manages Payroll Department and staff. Ensures compliance with federal/state wage and hour laws. Assists in hiring, training, motivating, evaluating, developing and managing staff to ensure business is not disrupted and all payrolls are accurately and timely processed. Manages the monthly reporting of the 12th of the month employment figures to DOL. Manages the quarterly tax balancing and reporting of 941 to both IRS and DOR. Manages the quarterly balancing and reporting to DUA and DOL. Manages year end process, W-2's and 1099R's balancing and distribution. Performs related duties of a similar nature and level as assigned. MINIMUM JOB QUALIFICATIONS

Education and Experience

Graduation from an accredited four-year college or university with major course work in accounting, finance or law required. Minimum of 5-10 years of experience in a complex and demanding payroll, accounting, finance, or related environment preferred with at least two years in a supervisory capacity.

PHYSICAL REQUIREMENTS

Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects.

WORKING ENVIRONMENT

This position requires employee to be in an office or similar indoor environment.
