The Defense Counterintelligence and Security Agency (DCSA) is seeking a qualified
Human Resources Specialist
to support mission-critical HR operations in Quantico, Virginia. The ideal candidate will have a strong foundation in position classification, staffing and recruitment, and onboarding, as well as the ability to communicate effectively and support organizational HR goals with precision and professionalism.
Key Responsibilities: Support DCSA HR operations with a primary focus on: Position classification
in accordance with applicable OPM guidelines. Staffing and recruitment
activities, including job posting, candidate review, and onboarding. Onboarding processes
to ensure a smooth and compliant integration of new hires.
Develop and maintain HR deliverables , including but not limited to: Reports, staffing plans, classification documentation, and position descriptions. HR policies, standard operating procedures (SOPs), and internal guidance. Training materials and presentations for internal stakeholders.
Collaborate across teams
to support task management systems (e.g., SharePoint, ServiceNow), monitor workflow, and ensure timely resolution of HR actions. Analyze and document HR processes, identify risks or inefficiencies, and recommend process improvements. Create
visual representations of data
(e.g., org charts, dashboards, workflow diagrams) to support leadership decision-making. Maintain confidentiality and security of sensitive personnel information. Perform other related duties as assigned to support the mission of the agency. Requirements
Education:
Bachelor's degree in Human Resources, Business Administration, or a related field. Experience:
3-5 years of relevant HR experience, with demonstrated knowledge of:
Federal position classification and job evaluation. Staffing and recruitment practices under Title 5. Onboarding and orientation procedures for federal or DoD environments.
Technical Skills:
Proficiency in Microsoft Office Suite (Outlook, Teams, Word, Excel, PowerPoint). Familiarity with Adobe Suite (Acrobat, Photoshop, Illustrator preferred). Experience using task and content management systems such as SharePoint, ServiceNow, or similar platforms. Core Competencies:
Strong written and verbal communication skills. Ability to communicate complex HR concepts clearly and effectively. Exceptional attention to detail and organizational skills. Capacity to meet deadlines, manage multiple tasks, and adapt to shifting priorities. Analytical thinking with a proactive approach to identifying and solving problems. Security & Eligibility Requirements:
Must be a
U.S. citizen . Must hold an active
DoD SECRET clearance . Must be able to comply with all security and privacy regulations applicable to DCSA operations.
