Description Of Job
The Rural Transformation Program Coordinator supports division management in developing RHTP application for federal funds as described in H.R. 1, the One Big Beautiful Bill Act, for the State of Colorado. This includes organizing and compiling data and information required for the RHTP application, drafting parts of the application as directed, and compiling and performing quality assurance review of the completed application before submission to the U.S. Department of Health and Human Services.
Responsibilities In This Position Include
Engage in internal and external stakeholder outreach. This includes
o Creating and maintaining contact lists
Drafting email and other electronic communications Responding to routine stakeholder questions about the RHTP and escalate matters to management when necessary Developing and maintaining web page content in coordination with support staff Scheduling stakeholder meetings via virtual meeting platforms (i.e., Google Meet, Zoom), responding to chat questions, compiling and organizing stakeholder feedback Facilitating stakeholder meetings as directed Prepare and present periodic reports on grantee project progress and expenditures to the project team and senior management. Create checklists, reporting templates, reference guides, quick sheets or other resources as needed for Special Financing Division staff or grantee use to aid in overall grant program administration and management. With Procurement and Accounting staff, create necessary accounting coding, execute subrecipient agreements, and perform other administrative tasks as needed to ensure appropriate spending authority and reporting processes exist to administer the RHTP funds. Develop and maintain grantee project libraries and documentation system in the designated Google drive. This includes grant agreements, grantee budgets, reports, invoices and related documentation. Review grantee invoices for completeness and recommend invoices for payment. Address routine grantee questions, draft responses to questions from internal and external stakeholders, such as grantees, provider associations, Governor’s Office staff, and HCPF leadership.
Experience Only
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Six (6) years of relevant experience in health care customer service and working with patients and/or providers.
OR
Education And Experience
A Bachelors degree (4 years) or Associates degree (2 years) from an accredited institution plus two years of experience in health care customer service and working with patients and/or providers equal to six (6) years
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
An associate will count as two years of experience A bachelors will count as four years of experience A masters degree will count for six years of experience A doctorate or juris doctorate degree will count for seven years of experience
Preferred Qualifications & Special Qualifications
Degree in Public Health. Experience with the Hospital Discounted Care law or any health care programs, either around customer service or ensuring compliance of program/law policies. Fluent in Spanish Prior state experience related to the duties of this position
Conditions Of Employment
All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
