Job Summary Position is responsible for strategic initiatives and overall administration of IMPD Human Resource Section. This position is responsible for enforcing and evaluating City and IMPD HR policies, procedures, and best practices, ensuring legal compliance. Position will design and implement strategies to support a service-driven culture throughout IMPD. This position ensures IMPD HR is a section that provides support to employees to enhance the competitive position of the department. The position is a highly visible management position that assists the department with the development and execution of human resource policies.

Key Responsibilities Maintains open communication with OFM human resources regarding civilian/professional staff, including, but not limited to, recruiting, general HR matters, city-provided benefits, FMLA, and civilian/professional staff investigations related to HR matters. Coordinates all aspects of the testing and promotional process for recruits and sworn officers, including third party contract management. Ensures job responsibilities are clearly communicated and duties are delegated appropriately. Directs development and distribution of communication of all HR related personnel policies to employees, as well as provides interpretation of all City-County policies as related to IMPD employees. Drives effective communication for organizational compliance with Federal, State, Local Laws, and Municipal Codes for the City of Indianapolis Marion County and the Collective Bargaining Agreements. Participates in labor negotiations with collective bargaining units. Overseas and participates in disciplinary actions and advises leadership of corrective action procedures for all sworn positions. Collaborates with Chief Financial Officer and IMPD Finance on budgeting and payroll related issues, including compensation, incentives, bonuses, recruit class information, longevity changes, etc. Generates creative or new solutions to processes or services by exploring new ideas and collaborating with others. Must be able to identify bottlenecks in processes and find solutions that work for everyone involved. Create and drive strategies and programs that improve equity, employee engagement, and organizational effectiveness. Designs and drives strategic initiatives and goals, including measurements of success for IMPD Human Resources. Works with leadership to create and drive strategies to create a candidate pool with qualified diverse candidates. Cooperates with IMPD legal and City legal on employment/personnel issues. Supervises the IMPD Human Resource team that supports the department. Maintain confidentiality of all information.

Minimum Job Requirements and Qualifications Bachelor’s degree in business, Organizational Development, Human Resources, or related field with a ten (10) to fifteen (15) years’ experience with previous leadership and supervisory experience. Knowledge of personnel management, job audit techniques, and job description development. Requires an above average degree of analytical ability. High level of ethical standards and being capable of making critical decisions for IMPD is required. Must be proficient in Microsoft Office products and have experience using electronic human capital software, preferably Oracle PeopleSoft HCM. Preferred Job Requirements and Qualifications Juris Doctorate preferred. Legal practice experience in employment law preferred.
