By law, the People’s Counsel is appointed by the Mayor of the District of Columbia and serves a four-year term. The People’s Counsel heads the agency, establishes policies, and directs the activities of the agency. By law, OPC advocates for consumers of natural gas, electric, and telephone services in the district. The District of Columbia law designates the Office as a party to all utility-related proceedings before the Public Service Commission. The Office also represents the interests of District ratepayers before federal regulatory agencies. The Office is authorized to investigate the operation and valuation of utility companies, independent of any pending proceeding.
The Executive Assistant provides high-level executive, administrative, and legal support to the People’s Counsel. The role requires sound judgment, discretion, and knowledge of agency operations and priorities. The incumbent serves as a confidential assistant and personal advisor to the People’s Counsel, managing a broad array of administrative, legal, and operational duties critical to the success of the agency’s mission.
Major Duties And Responsibilities
Serves as the primary administrative liaison for the People’s Counsel, coordinating internal and external communications, calendar management, and executive scheduling. Schedules and attends executive meetings, general all-staff meetings, and fiscal planning meetings. Maintains records of meetings, issues discussed, resolutions reached, assignments, and unresolved issues. Supports the People’s Counsel in strategic planning, operational decision-making, and implementation of priorities aligned with the agency’s consumer advocacy mission. Coordinates high-level meetings and briefings with government officials, legal professionals, community leaders, and regulatory agencies; prepares agendas, talking points, and supporting materials. Handles sensitive and confidential matters with a high degree of discretion and professionalism, ensuring all assignments and communications reflect the People’s Counsel’s directives and intent. Conducts legal and operational research, summarizes findings, and drafts correspondence, memoranda, and briefing materials related to utility regulatory matters and agency initiatives. Monitors and tracks critical legal, legislative, and operational deadlines; assists in managing and following up on action items related to regulatory filings, consumer hearings, and legal proceedings. Utilizes analytical and evaluative techniques to support the identification and resolution of complex administrative, policy, or operational challenges across the agency. Assists in the development and maintenance of internal tracking systems, executive dashboards, and agency documentation processes to improve efficiency and workflow. Ensures compliance with agency and District-wide policies and procedures, including recordkeeping, FOIA responses, and administrative audits. Maintains People's Counsel's files and develops a strategy for e-filling and maintaining electronic records, to ensure files are complete and documents are easily retrievable. Organizes a daily correspondence folder for review, prioritizing matters and recommending actions, and independently prepares appropriate responses for standard correspondence for the Director’s review. Ensures all outgoing correspondence is grammatically correct and error-free.
Qualifications, Experience & Education
Applicant must possess one (1) year of specialized experience equivalent to the CS-12 grade level of the District of Columbia government service or non-District equivalent that demonstrates knowledge, ability and a proven track record with progressively responsible experience in a professional environment.
A bachelor’s degree, preferably in Business Administration, Public Administration, Legal Studies, or a related field. Minimum of 5–7 years of progressive administrative or legal experience, with at least 2 years supporting senior or executive leadership. Experience working in government, regulatory, or legal environments is highly desirable.
LICENSE AND CERTIFICATION
Paralegal certification or equivalent legal training is preferred.
