Arlington, VA (On-Site/Office) Duties: Analyze needs and requirements information necessary for development of specific objectives for assigned program initiatives and for planning. Identify program office and competency area support needed to meet assigned program requirements and establish sub-tier Integrated Program teams and Team Leaders. Direct the development of comprehensive program plans to ensure fulfillment of technical, cost schedule, and performance objectives. Assure that all planning is fully integrated with the overall program team effort and that of any other participating services and agencies when necessary. Make the general business and technical management decisions for successful execution of the program. Apply the tools and techniques of process identification and continuous process improvement in addressing program management problems and issues. Serve as the central contact point within the program office for all matters concerning the program and establish and maintain relationships both within the organization and with relevant external groups. Requirements: Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. Successful completion of a pre-employment drug test (including marijuana) is required. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ability to clearly communicate with International partners via written and oral communications for the purpose of establishing requirements and executing programs. Demonstrated understanding of Foreign Military Sales programs to include disclosure, case development and case execution. Familiarity with the defense acquisition and program execution to include development of Statements of Work and the contractual procurement process.
