Raytheon's Air & Space Defense Systems (ASDS) Strategic Business Unit (SBU) is seeking a Principal Specialist, Contracts to manage several contracts within the Ground Based Surveillance (GBS) Sub Strategic Business (SSBU) portfolio. In addition, the candidate may have the opportunity to manage additional contractual obligations on other programs within the ASDS contracts organization in both U.S. domestic and direct commercial sale programs. The candidate must be able to readily adapt in a challenging, fast-paced environment with minimal oversight. Strong written and verbal communication is essential to success in this role. The person in this role will be a strategic member of the team, with general responsibility over contracts. In addition to working on various proposals and associated negotiations, the successful candidate will be engaged fully in contract administration upon award. The Contract Professional supporting this program is responsible for helping to manage the customer relationship and the provision of business counsel and advising to the Program Management Teams. Must be able to recognize business and contractual issues in program performance, proactively implement solutions, and execute to completion, while exercising sound judgment. What You Will Do: Support the strategic assessment of business pursuits, proposal preparation and submittal, contract negotiations and contract management. Provide effective reach-back capability to leverage the greater Contracts organization as needed, including coordination with other business areas with international and domestic programs. Take ownership of tough issues and use knowledge of situational dynamics to establish personal engagement strategy. Fact-finding/audit activities with the U.S. Government, Defense Contracts Auditing Agency DCAA) and Defense Contracts Management Agency (DCMA). Update proposals for current cost or pricing data, including TINA compliance. Partner with Global Trade to ensure Export/Import Licensing strategies are current and initiated in a timely manner. Work with program office and in-country partners to ensure proper authorizations are in place for Transportation and logistics of material shipped in-country. Partner with Subcontracts team to ensure alignment and proper communication of requirements/changes with subcontractors. Identifying non-routine contract elements and terms and recommending solutions and providing governance to the program team in carrying out the terms of the contract. Ensure compliance with ITAR Part 130. Occasional travel domestically and internationally is expected (less than 10%). Qualifications You Must Have: Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 years' experience Experience in Federal Acquisition Regulations (FAR), and / or Defense Federal Acquisition Regulations Supplement (DFARS), and equivalent U.S. Government regulations Qualifications We Prefer: Understanding of contract & financial structures, pricing strategies Strong communicator both orally and in writing; robust analytical skills; strong interpersonal, organizational and time management skills Experience brokering internal and/or external solutions to complex program, contract, or financial problems that have general impact on annual operating plan (AOP) performance Understanding of contract & financial structures, pricing strategies, policy & procedure, and compliance principles Display an advanced understanding of business relationships and contract structures, while demonstrating an exemplary level of business acumen Proficient in computer skills including Microsoft Word, PowerPoint, and Excel What We Offer: Our values drive our actions, behaviors, and performance with a vision for a safer, more connected world.
