The duties and responsibilities of the position include: Making periodic inspections of plant facilities to determine maintenance and repair needs, proper working condition, and general operating efficiency. Supervising and coordinating activities of workers engaged in one or more occupations. Studying production schedules and estimating man-hour requirements for completion of job assignments. Interpreting and enforcing company policies to subordinate employees. Enforcing safety regulations. Interpreting specifications, blueprints, and work orders to employees and assigning duties. Establishing or adjusting operations to meet time lines using knowledge of capacities of equipment, machines, and personnel. Recommending measures to improve service, production, equipment performance, and utilization and work conditions. Analyzing and resolving work problems, or assisting workers in solving work problems. Recommending or initiating effective personnel actions, such as commendations, promotions, and disciplinary measures. May train other employees. May estimate, requisition, and inspect materials, supplies, and/or equipment for specific jobs. May confer with other supervisors to coordinate activities of individual section, activity centers, schools, divisions, or other departments or agencies. Performs related work as required. The minimum qualifications for the position include: Successful completion of an approved course in building technology and facilities maintenance and at least six years of progressive responsible supervision in building repairs, construction, or plant maintenance and repair work; OR Completion of twelfth (12th) grade and eight (8) years progressively responsible except at the journeyman level in two or more building trades such as plumbing/electrical wiring, carpentry, mechanical or refrigeration work; OR Two (2) years' experience as a Maintenance Engineer II or its equivalent. The position factors include: Knowledge of the policies and procedures of the department particularly as they relate to the activity to which assigned. Knowledge of the basic principles of supervision. Knowledge of the elementary principles and practices of the building trades. Considerable knowledge of the principles of designs and construction of buildings. Ability to plan, organize, and supervise subordinate staff engaged in a variety of routine or general repair and maintenance activities. Ability to work with a minimum of supervision and to provide training and guidance to others. Ability to establish and maintain effective working relationships with co-workers and all other persons contacted during the course of work. Full-time employees must enroll within thirty-one (31) days of hire unless they can provide proof of medical coverage from another source. An employee who does not enroll within 31 days of employment will be automatically enrolled in the health insurance plan with single coverage. If an employee fails to enroll dependents within the initial eligibility period he/she must wait until a period of "open enrollment" is announced or have a qualifying event as determined by the health insurance carrier to enroll dependents or make changes to their coverage. The Virgin Islands government provides a complementary basic non-contributory $10,000 basic life insurance benefit. In order for the benefit to be effective, an enrollment form must be forwarded to the Group Insurance Office at the Division. The enrollment form must be signed, dated and must indicate a designated beneficiary. Employees may also select additional life insurance in either 1x, 2x, 3x or 4x base salary or $10,000, $15,000, $25,000, $50,000, $75,000, $100,000 or $150,000 amounts as supplemental contributory coverage. The employee pays the cost of this additional insurance, and may be required to submit evidence of insurability when increasing coverage after initial enrollment. The GVI will provide confidential and voluntary assistance through its Employee Assistance Program (EAP) to all employees and their family members who may be faced with dynamic challenges of financial concerns, legal issues, alcohol or drug problems, marital problems, illness of a family member, emotional worries, child care problems, etc. For the welfare of employees as well as effective business operations, the GVI encourages its employees to take advantage of this valuable benefit of employment with GVI. All full-time employees on regular appointments are eligible to participate in the Government Employees Retirement System. Contribution will begin on the next available payroll period following enrollment in the retirement program. Members become vested in the retirement system after ten (10) years of credited service. The Virgin Islands Government Employees Retirement System is a defined benefit retirement program to which both the GVI and the employee contribute. The benefit at time of retirement is based upon the employee's age, years of service, and salary history.
