Location and Schedule: Reporting office options: Phoenix, AZ; Canonsburg, PA; Houston, TX; or Downers Grove, IL. Hybrid schedule: Tuesday to Thursday in office, Monday and Friday optional WFH. Travel under 5% and local only, with mileage covered for jurisdiction visits.

Important Note: Direct, hands-on permitting experience is required. This is not a vendor management or project management model.

Job Summary: Prepare and submit entitlement applications, permits, and agreements for installing communications facilities. Work with poles, towers, fiber, and related infrastructure. Interface with local governments and jurisdictions to navigate municipal processes, codes, and ordinances.

Top Skills: Front-end permitting experience with application submission and early-phase approvals. Strong knowledge of zoning and permitting processes. Telecommunications and tower experience is a plus. Working knowledge of Section 6409 and Eligible Facilities Request timelines. Strong collaboration and communication skills. Ability to manage competing priorities. High attention to detail.

Education and Experience: Bachelor's degree in business or a related field, or equivalent work experience. Wireless industry experience is preferred but not required. At least 2 years in municipal Planning, Zoning, and/or Land Use or wireless industry, or comparable industry or relevant military experience. Experience working within a corporate environment and cross-functional groups. Zoning and permitting experience is required. Working knowledge of Eligible Facilities Requests and Section 6409 is required.

Additional Skills: Knowledge of planning and zoning codes and regulations affecting site development. Experience presenting to the public and governmental entities. Familiarity with zoning application requirements and supporting documents. Ability to prepare materials for neighborhood or public hearings. Ability to read and understand construction plans, standards, terminology, and surveys. Ability to manage multiple projects and tasks at once. Problem-solving skills with solution-oriented mindset. Ability to understand contracts, agreements, and title documentation. Strong written and verbal communication skills. Ability to travel locally to governments and municipalities.

Working Conditions: Office setting approximately 95% of the time. Occasional local travel for in-person jurisdictional matters.

Responsibilities: Prepare and submit zoning and permitting applications. Track municipal application progress and respond to requests for information. Coordinate with design teams on permit drawings and construction documents. Evaluate jurisdictional redlines and negotiate to remove preferences where possible. Collaborate with A&E teams to incorporate jurisdictional requirements into construction documents.
Provide timely system updates and communicate with internal and external stakeholders. Manage zoning and permitting tasks according to defined processes and metrics. Manage document uploads per process standards. Serve as entitlement lead in weekly customer meetings as needed. Act as subject matter expert on state and local telecom municipal codes. Understand and articulate federal wireless deployment rules including Section 6409(a) and related FCC Orders. Prepare and send 30-day and 60-day shot clock letters to jurisdictions as needed.
