OVERVIEW
Position
This full-time contract Engineering Technician 2 position will provide support to the Energy Efficiency Engineering Services Group (PEJ) within the Power Services (P) business line at *** (BPA). This position will primarily interact with engineers in the Engineering Services group (PEJ) and public utility specialists in the Programs group (PEP). The Technician may also work directly with other BPA) staff in and outside of Energy Efficiency and with external customers (utilities, other federal agencies, etc.). This position will support and assist the PEJ and PEP organizations in achieving PE's energy efficiency targets.
Organization
BPA's Energy Efficiency Engineering (PEJ) group consists of 17 engineers and 4 support staff across 5 offices. The team provides engineering and technical support for all aspects of energy efficiency measures and projects across the agricultural, commercial, industrial, and residential sectors to both internal and external customers. The work is assigned by physical location and occasionally by specific subject matter expertise. The team is structured to provide support and subject matter expertise to other team members to help ensure projects succeed and energy savings goals are achieved.
POSITION RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Provide energy efficiency project technical support while serving on BPA's conservation service teams:
Perform outreach and customer service duties associated with identifying, auditing, documenting, and implementing energy efficiency projects, performing measurement and verification, and providing technical guidance and assistance.
Visit utilities and end-users to identify, audit, and document energy efficiency projects. Work with the utility and/or end user to help identify and document solutions where energy efficiency can benefit both the end user and utility.
Support BPA staff to promote the energy efficiency program and provide proactive customer service. The potential audience includes utilities, federal agencies, trade allies (contractors, equipment vendors, distributors), and industry associations. This could be achieved via phone, web or in person.
Serve as part of a team advancing BPA's energy efficiency offerings for commercial, residential, and/or agricultural applications.
Conduct on-site audits at commercial buildings, personal residences and farms to document current equipment, facilities, or mechanical/electrical systems to support the identification, development, analysis, and the measurement and verification of energy efficiency measures and projects.
Research equipment and systems technical specifications to support audits and analysis of energy efficiency projects.
On-site audits may include, but are not limited to, farms, schools, businesses, and personal residences. Buildings/residences may be entered, or crawl spaces may be accessed to fully conduct the audit.
Utilize energy efficiency calculators and reporting tools to document and report audit findings and determine energy savings.
Develop audit and reporting tools to support on-site audits and project analysis. Different equipment, facilities, and mechanical/electrical systems use different auditing and reporting tools to ensure all appropriate information is documented.
Identify, develop, and manage energy efficiency projects with oversight of BPA project manager or designated staff member.
Verify customer satisfaction with project progress/completion.
Verify documentation and specifications are accurate.
Ensure all required information and documentation is collected.

Project Development.
Project verification.
Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Bachelor's degree in engineering or engineering technology is optional.
4 years of demonstrated experience in energy efficiency OR 4 years conducting audits or evaluations of equipment, facilities, or mechanical/electrical systems OR 8 years as a facility manager or facility maintenance technician.
Required Technical Skills & Experience (required on matrix)
combined experience of 4 years or more in the following areas:
Experience auditing and documenting equipment, facilities, or mechanical/electrical systems such as lighting, HVAC, building structure or envelope, or other mechanical/electrical systems.
Experience using auditing tools and software to document equipment specifications, quantity, and/or operations.
Project management, facility management, and/or maintenance experience.
Preferred Skills & Experience (optional on matrix)
Experience specifying or maintaining lighting, HVAC, or other commercial building equipment or systems.
Additional Requirements (not required on matrix)
Valid U.S. Driver's License is required.
First Aid/AED/CPR Certification required within 30 days of assignment start. Worker/Employer is responsible for maintaining current certification.
Medical Surveillance Program Required: A respirator has been identified in the PPE section for this position. Supplier will be responsible for ensuring the appropriate respirator has been acquired, and medical certification/fit testing has been completed PRIOR to the worker performing any work requiring respirator use. Supplier will also be responsible for maintaining any necessary certification of the worker, including yearly fit testing, for the duration of the assignment.

Footwear: ASTM F 2413-11 with an EH Rating or ASTM F2413-18 with an I/C/EH Rating. Footwear must lace up over the ankle and have a rigid sole and heel. The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements.
Electrical and Arc-Flash protective clothing and PPE as required by OSHA and consistent with BPA Safety and Health Policy for work on or near an energized facility.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

All training and any information that is to be disseminated MUST be either 1) per established policy, process, procedure, or practice; or, 2) reviewed, finalized and approved by appropriate BPA federal personnel.
Inspection / IT Testing
Processes and procedures MUST ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).

CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).
ALL work products MUST be reviewed and finalized by appropriate federal employees.
Policy Development
BPA's process for Policy development includes multiple levels of federal review prior to acceptance / adoption.
Interpretation of Policy/Regulations
ONLY BPA federal employees MAY determine the applicability and interpretation of regulations.
CFTE are not permitted to "interpret" regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.
Representing BPA
Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.
CFTE MUST receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.
