Yes - candidate will be required to supply a standard Apple iPad (10.9 inch or comparable) capable of running the most current iOS operating systems for testing DCF applications. It will be the responsibility of the contract company or selected candidate to replace the iPad when it is no longer able to run the most current iOS operating system.

Detailed Job Description: (Please be specific with all job duties required by the hired candidate.)

This business analyst will be responsible for facilitating the communication with IT staff and business customers to assist in the development, implementation, and support of a multi-year, multi-phase enhancement project as well as quality control and testing web applications developed in the Child Care Child Welfare (CCCW) section with the Department of Children and Families (DCF) with the State of Wisconsin.

The business analyst will understand business objectives and problems and identify alternative solutions. Working with the PM, the incumbent will manage the process of taking business requirements and translating them into technical requirement that, technologists will use drive requirements to design. The incumbent will also perform quality assurance (QA) testing as releases are moved from system testing to QA testing environments, as well as being a liaison between the business user acceptance testers to report bugs back to the technical team.

The Business Analyst is also expected to provide excellent customer service through numerous collaborative working sessions by driving and facilitating requirements gathering meetings or assisting in UAT testing processes with the customer. The individual coming into this role must have strong communication skills and be a team player because they will be working so closely with the entire technical project team and will have involvement with business area partners.

Knowledge of DCF programs, prior experience with the Wisconsin CARES system and familiarity with State of Wisconsin application systems, procedures, and development standards is highly preferred and familiarity with the DCF YoungStar application is a plus.

Experience in a large scale, multiple constituent organization to understand and anticipate change management, training, support, and overall operational handoffs needed

Familiarity with the BABOK, or certifications offered through the International Institute of Business Analysis is preferred

3. ALL candidates must be located within the United States. ALL contact information

must also be domestic. Absolutely no work outside of the US is allowed.

4. Selected candidate will not be assigned specific work-space however, may be required to

report in person as needed with minimal notice.

5. An in-person interview may be required before a final hire is made. The hiring manager

has discretion to allow phone or video interviews at any point during the process.

7. The selected candidate will be required to sign all onboarding documents as part of the

onboarding process. Candidate will also be required to complete any security training as directed by the division, department, or agency.

9. This position is budgeted for 1960 hours annually. Hours will be prorated the first year

based on start date.

Please note the qualifications for this position per the contract: Business Analyst/Consultant capabilities with 10 or more years of experience in the field or in a related area. Relies on experience and judgment to plan and accomplish goals. Independently, performs a variety of complicated tasks. A wide degree of creativity and latitude is expected.

Follows approved life cycle methodologies, creates documentation, and performs business analysis tasks and system testing. Experience with standard concepts, practices, and procedures within a particular field. Can perform with no direct supervision.
