Introduction
This is a Public Service Commission (PSC or Commission) recruitment for an Administrative Specialist II / Complaint Data Management System (CDMS) Specialist II in the Consumer Affairs Division (CAD). The Commission regulates Maryland utilities, including gas, electric, and telephone carriers, as well as for-profit water and sewage disposal companies. The Commission also has the authority to license gas and electric suppliers, adopt complaint procedures, and establish consumer protection standards regarding supplier services. The Administrative Specialist II / CDMS Specialist will serve as the primary point of contact for matters relating to CADs CDMS. Ideal candidates will be detail-oriented with a high aptitude for civil service. Assists in the development and administration of CDMS-based programming initiatives and application of data in preparation of reports related to same. CADs decisions are driven by data it is essential that the CDMS Specialist effectively maintain CADs complaint data management system to inform departmental decision-making.- Obtains, analyzes, and interprets data to facilitate divisions application of rules, regulations, and standards.
- Regularly use independent judgment and analysis in maintaining CDMS system to comport with agency laws and policies and troubleshooting database problems and issues.
- Monitor the progress of database projects and upgrades for technical accuracy, completeness, and adherence to established policies, procedures, and standards. Ensure that retirements do not impact CDMS functionality.
- Collaborate in the preparation of RFPs and other requests for software, hardware, and service. Evaluate proposals and oversee delivery and contract compliance by vendors.
- Maintains the security and integrity of data.
- Prepare statistical and narrative reports relating to database management activities and special projects.
- Overseeing end-user training programs for CAD team and performing other related duties to aid in the day-to-day operation of the CDMS.
- Review digital files for accuracy and completeness.
- Build familiarity with a wide range of laws, regulations, and current events pertaining to the energy industry.
- Assist management in administrative tasks related to the preparation of reports and information requests, participate in other special projects and tasks as assigned.
- Maintain a positive, professional relationship with representatives of the regulated entities, stakeholders, and the Commission.
- Effectively manage time and meet deadlines.
- Work well with others as part of a team.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year of experience performing administrative staff, clerical, clerical technical, or secretarial work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
1. At least one year of experience working with the public in a customer service capacity or other public-facing role. 2. Experience using Salesforce and other experience in software engineering, data processing, analysis, and product delivery. 3. Knowledge of database management systems, software/tools, and generally accepted computer programming languages (i.e.: Java, C#, C++, HTML, Python)LIMITATIONS ON SELECTION
