Position Overview

Murow Development Consultants, a CREDE Company, is seeking a Labor Compliance Analyst I to support our growing portfolio of public works infrastructure projects throughout California. This role is essential to ensuring full compliance with state and federal prevailing wage laws , including the California Labor Code (Sections 1720–1861) and the Davis-Bacon Act (DBRA) .

As an Analyst I, you’ll be responsible for reviewing and auditing certified payroll reports (CPRs), tracking contractor documentation, and identifying noncompliance issues across public works and other compliance-driven construction projects. You'll also serve as a point of contact for contractors, subcontractors, and internal team members regarding compliance requirements.

Key Responsibilities

Compliance Monitoring & Documentation

•                         Review and audit certified payroll reports (CPRs) for accuracy in worker classification, hours, base pay, fringe benefits, deductions, and net pay

•                         Ensure contractor compliance with California and federal labor laws, including apprentice-to-journey ratios and wage determinations

•                         Validate documentation such as DAS-140/142 forms, Fringe Benefit Statements, CAC2 training fund contributions, and DIR registration confirmations

•                         Maintain complete and timely labor compliance records for assigned projects

•                         Upload and track documentation through Elation Systems, LCPtracker, and/or client portals

•                         Prepare, review, and submit XML files through labor compliance software systems

•                         Monitor and follow up on missing subcontractor documentation


Auditing & Enforcement

•                         Conduct periodic internal audits and spot checks to verify ongoing compliance

•                         Assist with field interviews and compliance verifications when applicable

•                         Support the identification, escalation, and resolution of violations or discrepancies

•                         Contribute to corrective action communications and summary reporting for clients

Client & Team Support

•                         Communicate with contractors and subcontractors regarding documentation expectations and deadlines

•                         Provide technical guidance to Labor Compliance Clerks and Coordinators

•                         Work alongside Managers and Analyst II staff on escalated matters and complex projects

•                         Respond to compliance-related emails and inquiries promptly and professionally


Systems & Reporting

•                         Update and maintain internal tracking logs and reports daily

•                         Manage project workflows using compliance platforms such as Elation Systems and LCPtracker

•                         Stay current on labor compliance policies, wage determinations, and DIR/DBRA updates

•                         Assist with Davis-Bacon and Section 3 documentation under supervision when applicable


Qualifications & Requirements

•                         2–3 years of experience in labor compliance, certified payroll, public works, or related field

•                         Working knowledge of prevailing wage laws, including the Davis-Bacon Act and California Labor Code Sections 1720–1861

•                         Familiarity with CPR structure, fringe benefits, classifications, and apprenticeship standards

•                         Proficiency with labor compliance software (e.g., Elation Systems, LCPtracker or similar)

•                         Strong Microsoft Excel skills and general Office Suite proficiency

•                         Exceptional organizational and documentation skills; high attention to detail

•                         Ability to interpret complex labor codes and explain them clearly to external stakeholders

•                         Comfortable working both independently and in a team environment

•                         Excellent written and verbal communication skills

•                         Bachelor’s degree in a related field preferred (or equivalent experience)

•                         Must be authorized to work in the United States and available for full-time hours


Preferred Qualifications

•                         Experience working in or around the construction or public infrastructure industry

•                         Familiarity with union compliance practices and restitution requirements

•                         Understanding of DIR project registration, wage determinations, and apprenticeship dispatch practices
