Location: Elgin, IL
Summary
Provides strategic leadership and operational oversight in partnership with the Chief Clinical Officer (CCO) and under the direction of the Chief Executive Officer (CEO). As a key member of the senior leadership team, the COO holds executive-level accountability for ensuring that the agency’s operations align with FSA’s mission, vision, and values. The COO provides executive leadership and oversight for FSA’s core operational functions, including organizational marketing and brand strategy (with a focus on website management and public visibility), development and fundraising operations, donor relationship management, administrative and office management, independent contractor performance, payroll processes, and facilities planning, including office space management and expansion projects. The COO collaborates closely with the leadership team to drive organizational effectiveness, proactively planning for changes that impact training, office operations, data management, administrative support, marketing and development initiatives, grant application coordination, and the agency’s strategic plan.

Organizational Leadership & Strategy

  • Meet regularly with CEO about administration and operations of supports that impact the health and direction of the agency proactively.
  • Work with Leadership Team in planning, developing, and evaluating the needs of the agency.
  • Establish and implement procedures that promote agency culture and vision.
  • Provides operational budget oversight in collaboration with Finance, ensuring resources are allocated effectively to support organizational priorities and sustainability.
  • Collaborates with program leadership in leading risk management and performance quality improvement (PQI) activities to ensure operational excellence and alignment with organizational goals.
  • Facilitates cross-departmental coordination to ensure operational functions effectively support program and service delivery across the organization.
  • Prepares and presents operational reports and analysis to the CEO and Governing Board to inform strategic decision-making.

Operational Oversight
  • Leads risk management and operational compliance efforts related to contracts, facilities, information technology security, and other non-HR legal requirements.
  • Oversees technology strategy and infrastructure to ensure systems, software, and platforms support agency efficiency, data integrity, and high-quality service delivery.
  • Oversees office space utilization, facilities planning, and workspace assignments to ensure efficient operations and support agency growth.
  • Provides oversight of payroll operations to ensure accuracy, compliance, and timely processing, in collaboration with Finance and HR staff.
  • Ensures systems and processes are in place for accurate and timely completion of required administrative documentation and reporting.
  • Responsible for the day-to-day functioning of the agency in the absence of the Chief Executive Officer in conjunction with the Chief Clinical Officer.

Talent Acquisition & Staff Development
  • Provide Strategic Leadership to: Marketing Staff, Training and Development Coordinator, Office Manager, Administrative assistants, front desk support, Special Project and Data Manager and other positions assigned (STAFF).
  • Provides strategic oversight of recruitment efforts to ensure vacant positions are filled efficiently and in alignment with agency needs.
  • Collaborates with HR to ensure smooth onboarding processes and integration of new employees.
  • Ensures effective training systems and processes are in place for new staff onboarding and ongoing professional development, working through the Training & Development Coordinator and other relevant managers.
  • Provides guidance and strategic support to the Leadership Team in addressing operational or performance-related matters involving support staff, using performance metrics to ensure alignment with organizational goals and standards.

Data, Marketing & Fund Development
  • Ensures that organizational data is effectively collected, analyzed, and used to inform agency operations, guide the development of the Annual Report, identify grant opportunities, and provide the data necessary to demonstrate community needs in funding applications.
  • Responsible for oversight and coordination of marketing and development functions. Track, assess and provide marketing/development metrics regularly.
  • Provides executive oversight of donor relationship management to ensure consistent acknowledgement, communication of FSA’s impact and client needs, and strategic engagement that fosters long-term support and alignment with organizational goals.

External Relations & Representation
  • Represent FSA in networking meetings with other agencies, educational organizations, legal system, and other systems that interface with mental health services.
  • Oversees independent contractor agreements, ensuring compliance with contractual terms, monitoring deliverables, and reviewing performance to maintain quality and alignment with agency standards
  • Represents the agency in a positive and authentic way while interacting with the community.

Special Assignment/Projects
  • Attend workshops and training to keep knowledge of changes that impact supports to include program development, evaluation, and legal issues.
  • Review and revise, as necessary, agency forms relating to staff working procedures.
  • Perform incidental business-related travel as needed.
  • Responsible for performing job responsibilities with a positive attitude.
  • Participate in the positive working culture of FSA that is supportive, welcoming, collaborative, strength-based, friendly, ethical, and motivational for FSA staff.
  • Ensures systems are in place for timely and accurate completion of required agency administrative documentation and reports.
  • Perform other duties as assigned by the Chief Executive Officer.

SUPERVISORY RESPONSIBILITY
This role is responsible for 6-12 direct reports.
PHYSICAL AND ENVIRONMENTAL CONSIDERATIONS
  • This job operates in a professional office environment and in the community. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; talk or hear. The employee must occasionally lift or move office products and supplies, up to 20 pounds.

Position Type/Expected Hours of Work
This position is full-time, 37.5 hours per week. Some flexibility is required.
Salary Range
  • In accordance with Illinois state law, we are committed to transparency in compensation. The salary range for this position is $100,000 to $137,000 per year, depending on experience and qualifications
  • In addition to base salary, we offer a comprehensive benefits package, including medical, dental, vision, 401k, generous PTO and short-term disability, and opportunities for professional development and growth.

TRAVEL
This position requires moderate travel in the Kane and DeKalb County area and occasionally to areas outside of that.
Education And Experience
  • Bachelor’s degree in Business Administration, Human Services, Psychology, Social Work, or a related field required; Master’s degree preferred.
  • Minimum of five (5) years of progressive, high-level management experience in a nonprofit, behavioral health, human services, or healthcare organization.
  • Experience in nonprofit administration, preferably within a behavioral health, human services, or healthcare organization, strongly preferred.
  • Knowledge of community mental health systems, funding streams, and regulatory requirements preferred.
