Job Summary
As an Enterprise Data Architect you will strengthen the impact of, and provides recommendations on, business information that will need to be available and shared consistently across the organization through the identification, definition, and analysis of how information assets aid strategies and business outcomes. The Enterprise Data/Information Architecture is responsible for discovering the data and analytics requirements for information for all uses. Enterprise Data/Information Architecture refers to the enterprise architecture (EA) activities that define an organization's business information assets (as well as the assets' sources, structure, classification, and associations) as part of its information strategy to respond to disruptive forces and move toward desired business outcomes.
This position advises MNIT Services and MNsure and DHS management on architectural decisions and provides services that strategically guide the design and realization of data and information architecture, and align business and IT. This position also collaborates with data and analytics leaders, data planners, data science and analytics specialists, information management staff, solution developers and business domain stakeholders, such as information managers, data stewards and business analysts. This position requires the ability to work independently or with other enterprise architects or with project/product/application development/data management teams .
This position requires an employee to be onsite at?540 Cedar Street, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.
Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

Position requires a minimum of six (6) years of experience analyzing system requirements and implementing migration methods for existing data.
Experience must include:
SQL programming Knowledge of architect standards and conventions such as TOGAF, ISO/IEC, Zachman, Federal Enterprise Architecture, etc. System integration experience, including interface design, and familiarity with web-oriented architecture techniques. Data modeling (ability to create complex data models, data flow diagrams and data integration process maps) and information classification expertise at the enterprise level. In-depth experience of designing and implementing information solutions. Experience with distributed management and analytics in cloud and hybrid environments. Also, an understanding of a variety of data access and analytic approaches (for example, microservices and event-based architectures). Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. Customer service skills that include active listening, empathy, and problem-solving. A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.
Preferred Qualifications
Hands-on experience implementing data and analytics management programs. Experience with innovation and ideation methods, such as design thinking. Familiar with measures to protect data from unauthorized access, breaches, and other security threats. Three to five years' experience as a data analyst OR 1-2 years' experience as data/information architect is highly desirable. Understanding of common information architecture frameworks and information models. Familiarity with data science concepts, as well as MDM, business intelligence, data lakes, data lake houses, data warehouse design and implementation techniques. Demonstrated influence, communication, presentation, and facilitation skills. Knowledge of problem analysis, structured analysis and design, and programming techniques. Experience working in the health and human services industry, or business domain is helpful, but not required. Additional Requirements
