Description of Work This Position Is Funded In Part Through Federal Funds This position manages daily operations for technology interfaces between the North Carolina Child Welfare Technology System and external stakeholder platforms. The role includes oversight from conception through implementation, working closely with program staff, business analysts, technology specialists, and stakeholders as both a product manager and product owner. It involves requirement gathering, system testing, process flow development, and policy/procedure recommendations to ensure effective program integration.
The position supports the Child Welfare Practice & Technology Integrated Workplan, coordinating interface-related priorities across multiple systems. This work advances program objectives by aligning technology solutions with statutory, policy, and operational requirements, enabling data-driven reporting, federal compliance, and improved service delivery for children and families.
Key Duties Include: Oversee planning, development, and implementation of system interfaces between Child Welfare Technology and external stakeholder platforms. Coordinate the Child Welfare Practice & Technology Integrated Workplan for integration components. Gather, document, and validate business requirements, translating them into user stories and acceptance criteria. Manage ETL processes and data integration jobs supporting federal reporting and Child Welfare Data Team analytics. Facilitate requirements sessions, group discussions, and reviews of system changes and enhancements. Analyze system functionality in relation to program policies and recommend solutions for identified issues. Review and approve test plans, results, and related project documentation for designated program areas. Provide oversight of vendor contracts and coordinate implementation activities to ensure compliance and quality. Develop process flows, training materials, and user documentation for new or updated systems. Interpret statutory and policy requirements, communicating with client agencies, vendors, and technical teams.
