Rincon Consultants is seeking a

Senior Biologist / Senior Project Manager

to support our Renewables and Utilities team. This role combines biological expertise with project management, staff mentorship, and strategic permitting for energy generation, transmission, and renewable infrastructure projects across California. The successful candidate will lead biological assessments, guide permitting strategies under CEQA / NEPA and other regulations, and collaborate with clients, agencies, and interdisciplinary teams to deliver compliant solutions. The ideal candidate has a strong background in environmental consulting, an established network, and a collaborative leadership style that fosters technical excellence and team development. Flexible work arrangements may be available, including a mix of in-office and remote work, depending on business needs. We prioritize hiring candidates residing within 50 miles of a Rincon office, which currently includes: Carlsbad, Fresno, Los Angeles, Monterey, Oakland, Palm Springs, Riverside, Sacramento, San Luis Obispo, San Diego, San Jose, Santa Barbara, and Ventura. Key Duties and Responsibilities

Project Management & Technical Leadership Lead and prepare complex biological resource studies (e.g., BRAs, CEQA / NEPA sections, permit applications) Guide permitting strategies for multi-agency projects (ESA, CESA, CWA, Coastal Act) Oversee habitat assessments, wetland delineations, and species surveys Manage project scopes, schedules, budgets, and interdisciplinary teams Perform QA / QC reviews of deliverables Client Coordination & Regulatory Strategy

Serve as primary contact for clients, agencies, and partners Integrate biological and permitting requirements into infrastructure planning Ensure deliverables meet client goals and compliance obligations Business Development & Team Leadership

Supervise and mentor biologists and junior project managers Contribute to staffing, performance reviews, and team development Support proposal development, outreach, and client relationships in renewables and utilities Represent Rincon in interviews, industry meetings, and public forums Qualifications

10–12+ years of environmental consulting experience in biological resources, focusing on renewables or utilities BSc or MSc in Biology, Ecology, Environmental Science, or related field Expertise in CEQA / NEPA biological impact assessments, wetland delineations, species surveys, habitat evaluations, and regulatory permitting (ESA, CESA, CWA) Experience with federal and state agencies (USFWS, CDFW, USACE) Proven leadership in multidisciplinary teams and client management Strong communication skills Willingness to travel for fieldwork or meetings Rincon Consultants is a recognized leader in environmental consulting in California, with over 500 professionals across 13 offices.
