The Nurse Manager, CLC is a Registered Nurse who directs position responsibilities that demonstrate leadership, experience, and creative approaches to the management of complex patient care. They demonstrate the ability to plan and organize the delivery of care to assure continuity of care and peer accountability for practice, including access to care and discharge planning. Vancouver, Washington sits on the north bank of the Columbia River directly across from Portland, Oregon. The Pacific Coast is less than 90 miles to the west. Duties include, but not limited to: Skilled in the delivery of patient care and serves as the facility nursing expert at all hours to support, provide and facilitate emergency medical support throughout the facility. Serves as the facility expert for all patient care areas in identifying escalating medical crises, environmental factors, and in allocating staffing resources appropriately throughout the facility to meet the care needs of Veterans. Uses clinical knowledge and judgment to promote staff involvement in planning, decision-making, and evaluating outcomes. Function proficiently in clinical practice and/or areas related to the assigned roles and responsibilities. Evaluates current practice and formulates outcomes for groups of patients and/or organizational processes within an area of expertise. Guides, develops, and supports staff from a leadership perspective using professional standards of care, scientific evidence, and practice to evaluate programs and/or service activities. Skilled nurse who demonstrates advanced leadership at the systems level that is sustainable, experience, and creative approaches to management of complex situations. Assumes authority, responsibility, and accountability for managing and directing employees, staffing units, and allocating resources as necessary during weekends, holidays, and after-hours tours during the absence of nursing management/leadership. Provides programmatic outcomes to nursing leadership to assist with improving organizational processes and the delivery of patient care. Functions to deliver and coordinate safe, efficient, and effective patient care throughout all areas of the Community Living Center (CLC). Provides care and directs others in the promotion and maintenance of health and prevention of illness and injury based upon the nursing process which includes systematic data gathering, assessment, appropriate nursing judgment, and evaluation of human responses to actual or potential health problems. Executes medical regimens including administering medications and treatments prescribed by a licensed or otherwise authorized provider. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations The following Scope, Education and Dimension criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse II Demonstrates leadership in delivering and improving holistic care through collaborative strategies with others. Nurse III Executes position responsibilities that demonstrate leadership, experience and creative approaches to management of complex client care beyond the immediate practice setting. Physical Requirements: Moderate lifting (15-44 lbs); Straight pulling (5 hrs); Pushing (5 hrs); Reaching above shoulder; Use of fingers; Both hands required; Walking (3 hrs); Standing (3 hrs); Kneeling (.25 hrs); Repeated bending (5 hrs); Both legs required; Ability for rapid mental and muscular coordination simultaneously; Near vision correctable at 13" to 16" to Jaeger 1 to 4; Far vision correctable in one eye to 20/20 and to 20/40 in the other; Both eyes required; Depth perception; Ability to distinguish basic colors; Ability to distinguish shades of colors; Hearing (aid may be permitted); Hearing without aid; Mental and emotional stability required; Moderate lifting of 35 lbs is intermittent for routine patient care repositioning and lifting tasks.
