The City of Madison Finance Department's Central Payroll unit seeks qualified applicants for an
Accounting Technician 2
position. This role involves advanced paraprofessional payroll and accounting work, including developing and reconciling complex records and reports, and providing leadership in payroll program administration. Reporting to a Payroll Manager, the employee will exercise judgment and discretion to meet objectives. This classification is distinguished by responsibility for technically complex payroll programs and leadership of payroll staff. The mission of the Finance Department includes stewardship of City resources through financial information, advice, and support to the public, employees, City agencies, and policymakers. This position will support this mission by reviewing, analyzing, reconciling employee and third-party forms, time entry, payroll processing, and reports to ensure accuracy, compliance, and excellent customer service. Work hours:
38.75 hours per week, typically 8:00 am to 4:30 pm, Monday through Friday. After training, remote work up to three days per week may be possible, subject to a telework agreement. Reconcile, review, and maintain deferred compensation in accordance with federal law and City Personnel Rules. Review and update deductions for benefits and dues. Calculate and process workers compensation payments. Assist with biweekly payroll processing for accuracy and timeliness. Test payroll processing and procedures within ERP software. Administer the Citys Life Insurance benefit, focusing on retiree billing and payments. Maintain and reconcile Dental and Vision benefit plans. Process employee changes for withholdings, direct deposits, and address updates. Review and process employee expense claims per federal, state, and city rules. Payroll Compliance and Agency Assistance
Analyze and review employee expenses per policies and rules. Train agency staff on entering expense claims in ESS or MUNIS. Review unemployment reports and payments with the City Attorneys Office. Maintain compliance with federal and state W-4/W-4T requirements. Respond to verification of employment requests. Create procedural documents for payroll end-users. Additional Duties
Provide leadership to payroll staff. Respond to inquiries from third-party providers, residents, employees, and former employees. Handle subpoenaed records requests. Assist with reprinting W-2s and pay advices. Guide employees in using ESS. Maintain payroll records for the State Records Center. Monitor and resolve outstanding checks; file unclaimed property reports. Perform other related work as needed. Qualifications
Four (4) years of experience in bookkeeping, payroll principles, office practices, employee benefits, and record keeping. Two (2) years of experience with applicable computer software, including Microsoft Outlook and intermediate to advanced Excel skills. Or, four (4) years of advanced payroll, paraprofessional accounting, or HR experience. Or, an associates degree or higher in Accounting, HR, or related field, plus one (1) year of advanced payroll experience. Or, valid FPC or CPP credential.
