The City of Madison Finance Department's Central Payroll unit seeks qualified applicants for an Accounting Technician 2 position. This job is responsible for advanced level paraprofessional payroll/accounting work in the development and reconciliation of complex accounting records/reports and/or for providing leadership in the administration of payroll-related programs. Under the general supervision of a Payroll Manager, the employee will exercise considerable judgement and discretion in meeting established objectives. This classification is distinguished by responsibility for the administration of technically complex payroll-related programs and/or a significant leadership role to agency payroll staff.
The mission of the Finance Department includes stewardship of City resources through financial information, advice, and support to the public, employees, City agencies, and policymakers. This position will enhance stewardship via the payroll cycle by reviewing, analyzing, reconciling employee or third party-forms, time entry, payroll processing, and reports to ensure accuracy and compliance as well as providing excellent customer service.
Work hours: This position is regularly scheduled to work 38.75 hours per week. Regular hours are 8:00 am to 4:30 pm, Monday through Friday.
Following the initial training period, this position may be eligible to work remotely up to three days per week, subject to a telework agreement.

- Reconcile, review, and maintain deferred compensation in accordance with federal law and City Personnel Rules.
- Review and update deductions for benefits and dues.
- Calculate and process workers compensation payments to employees.
- Assist with biweekly payroll to ensure accurate and prompt processing.
- Assist in testing payroll processing and procedures within Enterprise Resource Planning (ERP) software.
- Assist in the administration of the Citys Life Insurance benefit, with focus on retiree billing and receipting of payments.
- Maintain and reconcile the Citys Dental and Vision benefit plans.
- Process current employee changes for withholdings, direct deposits, and address updates.
- Review and process employee expense claims in accordance with Federal, State, and City rules.
- Analyze and review employee expenses in accordance with APMs, handbooks, and Personnel Rules.
- Train City agency staff on entering employee expense claims in Employee Self Service (ESS) or within MUNIS.
- Analyze and review Unemployment Insurance reports, requests, and monthly payments for accuracy in tandem with the City Attorneys Office.
- Review and maintain the Federal and State W-4 and/or W-4T Hold List for compliance with each payroll.
- Review and respond to Verification of Employment requests.
- Write up procedural documents for payroll end-users.
- Provide leadership to paraprofessional and payroll agency staff.
- Respond to inquiries from third party providers, residents, employees, and former employees.
- Respond to subpoenaed records requests.
- Assist employees with reprinting W-2s and pay advices.
- Direct and instruct employees using ESS.
- Create and maintain payroll records for the State Records Center.
- Maintain and monitor records of outstanding checks, communicate with payees to resolve outstanding checks, and file annual unclaimed personal property reports and payments.
- Perform other related work as required.
- Four (4) years of experience in applying the following:
- Directly related bookkeeping and payroll principles, practices, procedures, and terminology
- General office practices
- Understanding and explanation of employee benefits and state/federal labor law
- Record keeping principles and systems; AND
- Two (2) years of experience in applying the following:
- Computer software applicable to the duties of the position, including Microsoft Outlook and intermediate to advanced skill level for Microsoft Excel
- Four (4) years of advanced payroll, paraprofessional accounting, and/or Human Resources experience
- Associate's (or higher level) degree in Accounting, Human Resources, or a related field; AND
- One (1) year of advanced level payroll experience
- Valid Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) credential

Physical Requirements :
Work is sedentary in nature, generally performed in an office environment using office equipment such as telephone, computer, copier, calculator, etc., requiring the ability to sit/stand at a desk, work on a computer, and use a monitor for extended periods of time. Ability to lift 40 pounds of printer paper and postcards on occasion.
