A vacancy exists in the Office of Budget and Finance, Fiscal Operations Division. A list of eligible applicants will be established based on the examination as outlined below. Examples of Duties
Under general supervision, supervises or leads Benefits Specialists and/or other staff in the implementation and administration of employees' retirement system or insurance benefit programs.
- Leads and instructs staff performing accounting clerical, technical, and administrative tasks associated with the employee retirement systems.
- Plans, assigns, and reviews the work of Benefits Specialists in the administration of employee insurance benefit plans.
- Administers the section in the absence of the administrator or supervisor.
- Researches and compiles information required to perform benefit calculations for retirement system members.
- Prepares and verifies complex pension estimates and retirement allowance calculations of monthly pension benefits.
- Maintains journals, ledgers, receipts, and disbursement books.
- Prepares and analyzes accident, damage, injury, and other insurance related reports.
- Reconciles and prepares documents for payment of insurance bills and claims.
- Responds to inquiries from employees, retirement system members, and insurance providers.
- Interviews members of the retirement system and their beneficiaries.
- Provides advice and consultation regarding benefits, retirement, and related topics.
- Speaks before groups on employee benefits, the retirement system, and related topics.
- Interprets and keeps current with applicable laws, codes, regulations, and policies.
- Writes, edits, and arranges for the printing and distribution of brochures describing insurance plans.
Examples of Other Duties
- May serve as staff to the Retirement and ERS Medical Boards.
- Performs other related duties as required.

Qualifications
Graduation from an accredited college or university with a bachelor's degree. Plus two years' experience in an insurance, employee benefits, and/or employee retirement program. (Additional experience may be substituted on a year-for-year basis for the required education.) Knowledge, Skills, and Abilities (Entry Level): Knowledge of retirement and insurance benefit programs. Knowledge of laws and regulations pertaining to insurance benefit and retirement system administration. Knowledge of the principles and practices of insurance plan and retirement system implementation. Skill in implementing retirement system and insurance benefit programs. Skill in performing mathematical calculations. Skill in analyzing insurance claims and reports. Skill in the maintenance of files and records. Ability to supervise or lead others in the implementation of retirement system or insurance benefit programs. Knowledge, Skills, and Abilities (Full Performance): Knowledge of County and departmental rules, regulations, policies, and procedures. Knowledge of County retirement and employee insurance benefit programs. Skill in supervising or leading others in the implementation of retirement system or insurance benefit programs. Proof of Licenses, Certifications and Education Applicants are required to submit proof of license(s), certification(s) and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. Proof of Degree Equivalency Applicants who have obtained a degree from outside the United States of America are required to submit degree equivalence documentation from World Education Services, Inc.
