Job Description
Essential Job Functions :
Support the Government in developing and executing action plans to remediate material weaknesses and instances of non-compliance identified by auditors.
Support CFO monthly deliverables, CFO Briefings, and action items impacting Component Financial Statements and Financial Reporting to DHS.
Provide advice and guidance on legacy financial management systems, USSGL account review and analysis, Treasury / Federal account symbol review, and transaction attribute analysis.
Offer USSGL technical advice and data analysis to help DHS identify accounting errors at the transaction level, and develop accounting policies and procedures.
Review, analyze, create, and guide the preparation of general journals (GJs) and journal vouchers (JVs) impacting OCFO Directorates.
Consolidate and report general journal vouchers, gathering supporting documentation.
Provide technical support and subject matter expertise for inter/intra-governmental reconciliation and G-Invoicing.
Be proficient in using Oracle Financial Systems for report retrieval and analysis (Federal Financial Management System and Financial Systems Modernization Solution).
Maintain Property, Plant, and Equipment (PP&E) records, including property accounting, general ledgers, and controls.
Support monthly treasury cash management reconciliation, analyze payables and receivables, PP&E, general ledger postings, intra & inter-governmental transactions, and oversee the Legacy agencies' financial reporting process.
Develop and implement internal controls and SOPs to ensure financial integrity, system compliance, and adherence to federal laws and agency regulations.
Proficient in advanced Excel functions such as pivots, conditional formatting, and lookups.
Skills :
Experience in operational accounting or auditing, with leadership or supervisory skills.
Thorough knowledge of Oracle Systems, federal financial and accounting policies, standards, and systems like the CFO Act, OMB Regulations, GAAP, FASAB, GAO, Treasury’s Bureau of the Fiscal Service, USSGL, and related policies.
Experience with multi-year/no-year appropriations and different appropriations (e.g., O&M, Procurement), understanding budgetary and proprietary accounting principles.
Qualifications :
BA or BS degree
CPA (preferred) or CGFM
Fifteen years of accounting and financial management experience
At least 8 years in a leadership or supervisory role
Eligible for DHS Public Trust Security Clearance
Reside in Washington D.C. area for periodic meetings
Work Schedule :
On-Site, 5 Days a Week: 8-hour shifts between 6:15 am to 6:00 pm, with a 45-minute unpaid lunch. Specific schedule to be confirmed with the Project Manager.
