The International Naval Strike Missile Program (NSM) has an exciting opening for a new Romania FMS Program Manager (PM). The Romania FMS PM will work for the NSM Program Director & lead the Romania Costal Defense System (CDS) effort supporting the United States Navy FMS case. This position works hand in hand with the NSM Strategic Business Partner, Norway based Kongsberg Defense and Aerospace (KDA). The NSM Romania FMS PM will be responsible for regular customer interface as well as key partners & suppliers to support the customer and mission. They are responsible for removing barriers and defining solutions that support the programs. In addition, it is expected this person will prepare EACs and Program Review packages and maintain the program infrastructure. This position will work across all RMD functional organizations, RMD off-sites, and international partners to staff the program and ensure the timely start-up and delivery of products and services in accordance with the contract(s). This is an onsite position located at Tucson, AZ facility. Relocation assistance is NOT available. What You Will Do: Establish and maintain a positive program culture to which top talent is attracted. Execute daily PM cadence (battle rhythm) such as risk review boards, schedule performance management, customer reviews, IPT/CPT reviews, failure review boards, program management reviews (PMRs), staffing reviews, and decision reviews to achieve contract commitments. Prepare, revise, update, and monitor required documentation and analysis in compliance with contract requirements, Integrated Product Development System (IPDS), Corporate and Business policies and procedures. Directly support the program risk and opportunity process in accordance with specific financial goals and obligations. Meeting contractual commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations. Develop program-enhancing partnerships with internal functional organizations including but not limited to Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support), and administrative functions. Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership. Prepare and manage all required product lifecycle artifacts and reviews. Coordinate customer program reviews, prepare for customer visits. Support the contract proposal process to include bidding, gating, negotiation, contract definitization, and start-up efforts. What You Will Learn: Raytheon and RTX Business Acumen SBU & SSBU organizational structure, responsibilities amongst the programs and the functional areas, and deliverables Qualifications You Must Have: A University Degree or equivalent experience and minimum of 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years' experience Prior Program/Project management experience Prior experience with financial analysis tools and project management tools and/or systems Prior experience with teams in the Aerospace & Defense Industry Prior Management/Leadership experience Prior experience with government programs both directly and indirectly Qualifications We Prefer: Experience balancing technical, cost, and schedule constraints Leadership experience in either an IPT organizational structure and/or an IPL (integrated Program Leadership) construct Experience working government programs with direct customer interfaces, both internal and external, including Industry Partners International program execution experience Working knowledge of EX/IM and Security requirements Experience with the USMC, USN, NAVSEA, NAVAIR customer community and contract negotiations with these entities Demonstrated program execution experience managing program staffing, assignments and resources Experience developing and reviewing cost proposals and synthesizing Proposal Review and Contract Start-up packages for management review and approval Prior experience supporting development, production, and/or sustainment programs, preferably in the aerospace and defense industry Working knowledge of contract formation, execution, and management Proficiency with RMD Program Management tools or similar program management systems What We Offer: Our values drive our actions, behaviors, and performance with a vision for a safer, more connected world. NOT AVAILABLE This position requires a security clearance. DCSA Consolidated Adjudication Services (DCSA CAS), an agency of the Department of Defense, handles and adjudicates the security clearance process. The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
