The

Supported Employment Program Manager

is responsible for the coordination and administration of King County’s Supported Employment Program, which provides paid, competitive employment opportunities for individuals with developmental disabilities in integrated work settings. This role also provides countywide consultation and technical assistance with the recruitment and retention of supported employees, coordination with management and employment service agencies, and other partners who provide employee support services.Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. Supported Employment Program Manager , you will:

Provide leadership and direction of King County’s Supported Employment Program. Serve as an internal expert on matters related to supported employment for individuals with developmental/intellectual disabilities. Provide enterprise leadership guidance to develop and execute strategies which increase supported employment opportunities throughout the County. Advise, consult, and train department leaders, public officials, managers, supervisors, and employees about the Supported Employment Program to ensure compliance with laws, rules, and regulations. Identify prospective workplaces and tasks, and bundle tasks into bodies of work appropriate for supported employees across the county. Guide and assist supported employment agency/vendor staff regarding intensive individualized job development and placement assistance for individuals. Conduct job and task analysis for all County departments. Advise directors, managers, and human resource personnel throughout the hiring process. Design, revise, and maintain program policies, guidelines, and procedures regarding hiring, retention, and career progression of supported employees. Develop and deliver tailored trainings to direct supervisors and coworkers of supported employees and provide on-going technical advice and workplace training to departments, divisions, individual work units, and community support service agencies, as needed. Facilitate collaborative problem solving with internal management and external job coaches regarding performance and behavioral issues. Work with King County’s Division of Developmental Disabilities to address conflicts or dissatisfaction with external support agencies. Act as a liaison between agency management and staff, consultants, employment service providers, and family members, to encourage participation, education, and problem resolution. Provide cost/benefit analysis information to directors, managers, and human resources personnel regarding the benefit of utilizing supported employees to meet their line of business objectives. Establish and maintain strong working relationships with County staff, external state and federal agencies, employment service providers, labor, and other community partners to ensure effective and improved coordination of services. Maintain ongoing policy and program development. Other duties as assigned. A combination of education and experience that clearly demonstrates the ability to successfully perform the job duties. Demonstrated knowledge and ability with the job development process for persons with developmental/intellectual disabilities. Experience marketing to and educating leadership and employees at all levels about supported employment. Knowledge of county and state developmental disability services and agency systems. Knowledge of and ability to interpret and administer federal, state, and county laws, rules, and regulations related to supported employment. Excellent verbal and written skills. Must be able to communicate policies and relevant program terminology in a clear and concise manner, at all levels of the organization and to a variety of external resources and community agencies/partners. Effective interpersonal skills, including conflict resolution, problem solving, and promoting collaboration. Ability to interpret and evaluate supported employment events/issues and use analytical skills to successfully anticipate, recognize, and resolve problems. Intermediate proficiency in Microsoft Office 365 products. Desired Qualifications Bachelor’s degree in public administration, human services, social work, rehabilitation counseling, or related field. Experience in the public sector. Experience in a unionized environment. Other Position Information This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday. This position is represented by Teamsters Local 117/Professional & Technical and is classified as a Human Resource Analyst – Senior; class code: 2311300.

Teleworking Requirement The work associated with this position will be performed predominately through a hybrid work schedule of onsite and remote work. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
