Description of Job: Please Note: Hybrid, two days a week in the office, Wednesdays and Thursdays in office in downtown Denver. These arrangements are subject to change. About this Unit: The Division of Child Welfare (DCW) provides a range of leadership, management, and supervisory functions related to the administration of child welfare services to children, youth, and families. DCW provides supervision for all child welfare programs in Colorado's 64 counties, and delivers technical support, monitoring, program improvement, regulatory oversight, and other quality assurance functions. The Finance Unit is charged with overseeing two major programs within the Division of Child Welfare: Budget & Contracts and Finance & Policy Analysis. About this Position: Our unit is committed to fostering a culture centered on growth, collaboration, and recognition. This position is the Financial Unit Manager, who acts strategically on behalf of the Division Director to assure requirements are met to maximize all sources of revenue (i.e., state and federal). This position develops any corrective action plans necessary to maintain funding. This position coordinates all fiscal management functions and supervises the daily operations of the Finance Unit. This position identifies key areas for revenue generation and directs staff resources to those areas. This position is the subject matter expert in the recently implemented outcomes methodology, which will direct approximately $500 million to 64 counties. Minimum Qualifications: Option 1 - Experience: Nine (9) years of relevant experience in an occupation related to the work assigned to this position OR Option 2 - Experience & Education: Bachelor's degree from an accredited institution in a field of study related to the work assignment. And five (5) years of professional experience in an occupational field related to the work assigned to the position. OR: Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two (2) years of the required experience. Preferred Qualifications: Experience working with large budgets (multi-million+ please include budget estimates in work experience sections of your application) Experienced with contracts and procurement Accounting experience is helpful Experience building decision items for legislation Knowledgeable of Colorado rules and regulations as it relates to this role Supervisory and leadership experience Experience with grants and federal funding Strong ability to present and educate leaders and stakeholders on complex budget topics Ability to break down and educate county directors on complex formulas Demonstrated ability to build and lead a collaborative team Conditions of Employment: The work requires occasional travel to oversee the unit's auditing and monitoring functions or liaison with community partners and facilities; travel may occur any day of the week.
