Help Duties

You will research, review, analyze, and interpret civilian personnel policies that impact CSG4. You will analyze operating problems and recommend and persuade senior level managers to implement process changes to improve performance, efficiency, economy and effectiveness of the organization. You will develop internal CSG4 civilian and military personnel business policies for all aspects of manpower/manning personnel administration and management. You will provide advice to senior management officials on manpower/manning program requirements, execution, and accomplishments. You will manage, prioritize and recommend allocation of civilian end-strength for CSG4 staff and subordinate commands. You will monitor the development of annual performance plans. You will plan, develop, direct, implement, evaluate and administer manpower procedures and policies. You will provide advice and guidance to directors, managers, and supervisors on the various awards and criteria for nomination. You will serve as the Performance and Awards Program Manager and manage the information in the Performance Award Tool (PART) for annual performance awards. You will perform a variety of functions relative to time and attendance and payroll issues as the Defense Civilian Pay System (DCPS) and SLDCADA System Administrator. You will serve as the command Customer Service Representative (CSR). You will act as backup to all supervisors to certify time. You will be responsible for developing and implementing an annual MIC Plan serving as the command MANAGER INTERNAL CONTROLS (MIC) program coordinator. You will act as CSG4's Contractor Technical Representative (TA), providing administrative and technical oversight of contracts and contractor travel and performance. Requirements

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a wide range of administrative and management concepts, policies, and practices and program goals to include evaluating current manning authorizations, staff requirements and proposed solutions with manpower and structure; the assessment and improvement of assigned programs effectiveness or the improvement of complex management processes and systems. Experience applying DOD and DON principles, policies, procedures of manpower and manning to enable incumbent to provide expert level direction, guidance, and advice applicable to numerous management programs (i.e., staffing strategy, manpower management, operations management). Experience anticipating and meeting the needs of DON internal and external customers while planning, coordinating, executing business functions, resource allocation, and production in relation to manpower. Experience in establishing and maintaining effective relationships with and gaining the cooperation of senior management on complex/controversial manpower program issues. Experience utilizing all facets of Navy Total Force Manpower systems, processes and procedures, specifically the Total Force Manpower Management System (TFMMS) software and the ability to use software applications such as, but not limited to; Microsoft Word, Excel, Access, PowerPoint and Outlook applications. Experience utilizing civilian personnel systems and pay data management systems (i.e., SLDCADA, DTS, DCPS, etc.). Experience conducting manpower program research, summarizing results, interpreting and applying rules and regulations and manpower procedures, as well as make appropriate recommendations to higher level management.
