The Human Resources Business Partner II will deliver high impact support to employees and ensure alignment between the operation and people strategy, and collaborate with assigned client groups/department employees & leaders to deliver people solutions to the operation and help drive Human Resources initiatives.

The successful candidate must operate as a strong collaborator and consultant, leveraging relationship skills and business expertise, and provide solutions and recommendations to align, enable, and accelerate both short and long-term business and change objectives.

Duties & Responsibilities: Organization Development: Partners with assigned leaders to drive the people agenda through advising and coaching on matters related to talent development, organizational performance, engagement & culture, and strategic planning. Workforce Planning and Analysis: Provides insight, leadership and support for short-term and long-term workforce planning using data driven analysis for exempt and non-exempt staff. Also develops and analyzes data to guide business leaders in workforce planning and execution of people strategies. Process Improvement: Leads HR process improvement initiatives and special projects and/or training initiatives from start to finish. Also, acts as a problem-solving partner to the operation. Leadership Development: Advises and coaches on effective leadership skills, organizational effectiveness, interpersonal communication, employee engagement, culture, and diversity. Strategic Talent Management: Facilitates future-focused discussions on talent and culture of the organization. Harris County is an Equal Opportunity Employer

Requirements Bachelor's Degree in Human Resources or other related field At least four (4) years Human Resources experience At least four (4) years working with a Human Resources Information system At least three (3) years of experience working with Human Resources metrics

Knowledge, Skills and Abilities: Knowledge of human resources principles and practices, including recruitment, employee relations, performance management, and organizational development. Knowledge of federal, state, and local employment laws and regulations (e.g., FLSA, FMLA, EEO, ADA, Title VII). Knowledge of HR data analysis and metrics to drive decision-making. Proficiency in HRIS systems and Microsoft Office Suite (Excel, Word, PowerPoint). Skilled in handling sensitive and confidential information with integrity. Ability to support change management initiatives and drive employee engagement. Ability to interpret and apply laws, policies, and procedures consistently. Ability to act as a strategic partner to leadership and provide guidance on workforce planning and organizational development. Ability to align HR practices with the agency’s mission, values, and public health goals.

1111 Fannin, 77002. Remote work available after 90 days of consecutive employment. Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Physical Demands: This is a largely sedentary role; however, some duties would require the ability to lift up to 20 pounds and bending & standing for periods at a time. Position Type and Typical Hours of Work: This is a full-time position. Days and hours of work are typically Monday through Friday, from 8am to 5 pm. Others days and hours as necessary.

Employment may be contingent on passing a drug screen and meeting other standards.
