BalHarbour Village is seeking a highly driven and proactive CIP Project Manager to assist the CIP Director with critical capital improvement initiatives, including the development of waterfront parks, a new Village Hall, a new Recreation Center, and other projects. As a coastal municipality, our projects require close coordination with multiple regulatory agencies such as FDEP, USACE, Miami-Dade RER, and FDOT. This position demands a motivated self-starter with outstanding organizational and communication skills, a strong work ethic, and a commitment to excellence. The ideal candidate is someone who thrives on being hands-on, punctual, and solutions-focused, and who brings experience managing public infrastructure and building projects from concept to closeout. Illustrative Examples of Essential Duties

Manage Village capital improvement projects through all phases—from planning and design to bidding, construction, and close-out. Coordinate closely with local, state, and federal regulatory bodies (e.g., FDEP, USACE, Miami-Dade RER, FDOT) to ensure compliance and expedite approvals. Assist in procurement, including development of RFPs/RFQs/ITBs, scopes of work, contract documents, contractor selection and consultant selection under CCNA guidelines. Supervise and track project timelines, budgets, deliverables, and reporting milestones. Prepare and present project updates, budget/pay app tracking, and progress reports to senior staff and Village leadership. Assist with development of construction contracts, issuance of Notices to Proceed, and oversight of contractor performance. Monitor inspections, testing, and certification processes through to certificate of occupancy and warranty phase. Coordinate public outreach efforts, attend Council meetings as needed, and maintain responsive communication with internal and external stakeholders. Ensure compliance with grant conditions and support documentation needed for audits or funding reimbursements. Maintain accurate and comprehensive project records, schedules, and cost tracking using project management tools/software. Lead problem-solving efforts in the field and proactively manage risk, delays, and unexpected conditions. Knowledge, Skills and Abilities

Strong knowledge of design, construction methods, codes, permitting processes, and public procurement procedures. Ability to read and interpret construction drawings and technical specifications. Familiarity with capital project delivery in coastal and environmentally sensitive areas. Effective communication skills with the ability to interact professionally with government agencies, contractors, and community members. Demonstrated ability to manage multiple complex projects concurrently. Detail-oriented, punctual, and highly organized with strong time management skills. Proficiency with project management and scheduling tools (e.g., MS Project, e-Builder, Procore, etc.). Strong knowledge of Excel, formulas, financial calculations, financial documentation management, and formatting. Education and Experience

Bachelor’s degree in Architecture, Engineering, Construction Management, or related field; OR Associate’s degree with at least five (5) years of relevant experience in contract administration or project management. Experience managing capital construction projects of $10 million or more. Preferred: coursework or certification in Project Management (PMP or similar). Experience working with local, state, and federal regulatory agencies. Experience with Auto CADD, project management software, and Microsoft Suite (Projects, Excel, etc).
