As the Human Resources Manager, you will: Oversee the daily operations of human capital programs, including but not limited to talent acquisition, classification and compensation, benefits administration, training and development, and employee relations. Coordinate Department activities with those of other departments and outside agencies and organizations; provide staff assistance to the City Manager and City Council; prepare and present staff reports and other necessary correspondence. Assist with directing, overseeing, and participating in the development of the Department's annual work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures. Assist with supervising and participating in the development and administration of the Department budget; coordinating the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitoring and approving expenditures. Select, train, motivate, and evaluate personnel; provide a high level of leadership; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures; maintain discipline and high standards as necessary for efficient and professional operations of the Department. Represent the Department to outside groups and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary. Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary. Receive, investigate, and resolve grievances and complaints; investigate and resolve complaints of harassment or discrimination; serve as hearing officer for unresolved matters. Advise departments on progressive discipline; serve as hearing officer for disciplinary appeals. Perform other related duties as assigned. IDEAL CANDIDATE

Will possess knowledge of:

Understanding of the structure and functions of municipal administrations. Fundamentals of Human Resources Strategy. Familiarity with the principles and methodologies specific to public sector HR Management. Robust knowledge and expertise of core Human Resources Functions such as talent acquisition, benefits administration, talent development, classification & compensation, performance management. Administration of policies and procedures Principles and practices of management, supervision, training, motivation, team building, and conflict resolution. Applicable federal, state and local laws and regulations. Legal, ethical and professional rules of conduct Budget preparation and administration. Continuous improvement and operational excellence methodology. Proficient in digital transformation initiatives MS Office Programs (word, excel, powerpoint, visio, outlook and teams), as well as Human Resources Information Systems (HRIS). Possess the ability to:

Plan, organize, and direct the work of professional, technical, and clerical staff. Build consensus and lead the team toward common goals. Interview, select, train, and supervise staff. Identify, analyze, develop options for, and recommend solutions to human resource problems and concerns. Analyze, investigate, evaluate and resolve grievances, complaints, and disciplinary matters. Counsel employees and serve as an impartial hearing officer. Represent the Human Resources and the City's interest in meetings, hearings, and events before boards and commissions of local agencies and special districts as directed by the City Manager. Establish and maintain effective working relationships with subordinates, supervisors, employees, other departments, and members of the public. Communicate effectively, both orally and in writing Interpret and apply complex policies, procedures, regulations, codes, memoranda of understanding and other human resource materials. Assess and prioritize multiple tasks, projects, and demands. Foster a culture of learning. Skilled in:

Education, Training, and Experience:

Bachelor's degree in Human Resources Management, Business Administration, Public Administration, or a closely related study area,

AND

(4) years of experience in a Human Resources environment performing progressively responsible professional work with two (2) of those years in a lead/supervisory/management capacity. Job-related experience may substitute for education on a year-for-year basis. Licenses and Certificates: All Licenses and Certifications required must be maintained throughout employment.

A valid Arizona driver's license at the time of appointment and must be maintained as a condition of employment. Special Requirements:

Residency within 25 miles of the City of San Luis and in the US.

Desired/Preferred:

Bilingual in Spanish. San Luis residency. Professional in Human Resources (PHR) Certification. SUPPLEMENTAL INFORMATION

WORK ENVIRONMENT: The employee works in an office environment where the noise level is usually quiet.
