Performs intermediate semiskilled work activating, maintaining and/or repairing domestic and commercial water meters; does related work as required. Work is performed under the moderate supervision to the Meter Services Manager Essential Functions/Duties
The following job functions are typical for a position of this nature. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each function satisfactorily. Other job functions and duties may be required as assigned. Percentages for each function are subject to fluctuations. Place domestic, commercial and industrial water meters in new installations; Installs new water meters and ERT's for the AMR System. (25%) Automated Meter Reading (AMR) System; Programs ERT's for meter installations as needed. Assists in the maintenance of installation and service records on AMR sites. Assists in the monitoring of readings from ERT's to verify operation of water meters. Assists in the maintenance of the inventory of AMR system sites and equipment. (10%) Change out old meters as required; Use of personal computer to enter and resolve service requests and enter meter data into inventory. (25%) Water Meter Testing Calibrates, tests, repairs and rebuilds water meters; Assists meter testing companies in performing annual testing of industrial and commercial meters for accuracy as scheduled; field test and bench test domestic meters for accuracy. (15%) Water Meter Inventory System Assists in the maintenance of records on all industrial, commercial and domestic water meters in the system. Enters data pertaining to water meters into the Water Meter Inventory module of Utility Manager on the computer. (10%) Repairs and replaces meter boxes; may locate and read water meters; may cut off water service to homes and commercial establishments for repairs as requested; Places data logging equipment on water meters to record water usage characteristics. Assist with downloads of information to laptop computer and producing reports. (5%) Performs low- or high-pressure test at domestic and industrial sites as required; Sets up pressure recording equipment at sites to monitor water pressure in response to customer complaints. (5%) Performs flow test on fire hydrants as required. (5%) Knowledge, Skills and Abilities
General knowledge of the principles and techniques of water meter installation, repair and maintenance; general knowledge of the hazards, which may be encountered and proper safety procedures; ability to read and follow written instructions; ability to use a personal computer; ability to maintain effective relationships with other employees and the public; general knowledge of the geography and street locations of the City. Education/Experience/Physical Demands/Special Requirements/Additional Information
Graduation from high school or equivalent and moderate experience in water meter installation, repair and maintenance, or equivalent combination of education and experience. Special Requirements: Obtain Water Meter Technician certification by the NC AWWA/WEA within eighteen months of hire. Complete NIMS IS-700 training within twelve months of hire. Valid North Carolina driver's license. Additional Information: Hiring Range is $44,345 - $62,483 depending on qualifications The physical activity of this position includes: Climbing Balancing Stooping Kneeling Crouching Reaching Walking Pushing Pulling Lifting Fingering Grasping Feeling Talking Hearing Repetitive Motions The physical requirements of this position: Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects The visual acuity requirements including color, depth perception and field of vision: The worker is required to have close visual acuity to perform one or more of the following: preparing and analyzing data and figures; computer terminal; visual inspection involving small defects, small parts, operation of machines (including inspection); using measurement devices; performs mechanical or skilled trades tasks of a non-repetitive nature such as carpenters, technicians, service people, plumbers, painters, mechanics, etc. The conditions the worker will be subject to in this position: The worker is subject to both environmental conditions: Activities occur inside and outside. The worker is subject to extreme cold: Temperatures below 32 degrees for periods of more than one hour.
