We are seeking an experienced Human Resources Manager to lead the HR function for our growing civil construction company in the San Francisco Bay Area. This is a strategic, hands-on role that oversees all aspects of HR for a diverse workforce across multiple job sites, including union and non-union employees, with a focus on compliance, culture, employee relations, and talent development.
Benefits for the Human Resources Manager:
- Competitive base salary of $100,000-$120,000
- Profit sharing of 7% per year with a 6-year vesting period

Qualifications:
- Bachelors degree in Human Resources, Business Administration, or related field
- 710+ years of progressive HR experience, including 35 years in a leadership role
- Prior experience in construction, engineering, or heavy civil industries is strongly preferred
Knowledge & Skills:
- Deep understanding of California labor law, HR compliance, and safety requirements
- Experience with union labor relations and collective bargaining
- Strong background in employee relations, investigations, and conflict resolution
- Proven ability to manage HR for both office and field-based employees
- Excellent communication, leadership, and interpersonal skills
- Ability to thrive in a fast-paced, project-driven, multi-site environment
Responsibilities:
HR Strategy & Leadership
- Develop and implement HR strategies aligned with business goals
- Partner with executive leadership to develop organizational plans and workforce strategies
Compliance & Labor Relations
- Ensure compliance with California state and federal labor laws, including prevailing wage, certified payroll, and OSHA requirements
- Oversee internal investigations and resolve employee relations issues
Talent Acquisition & Workforce Planning
- Lead full-cycle onboarding for field and office positions
- Coordinate with external recruiting agencies for open roles
- Develop talent pipelines to support project and company growth
Training & Development
- Implement training programs on safety, compliance, leadership, and professional development
- Track and report training effectiveness and compliance
Performance & Culture
- Manage performance review processes, career development, and employee engagement initiatives
- Foster a positive, inclusive, and safety-first culture across teams

HR Operations
- Maintain HR systems and records (HRIS, applicant tracking, training logs)
- Prepare HR metrics and reports for leadership
