We are seeking an experienced Human Resources Manager to lead the HR function for our growing civil construction company in the San Francisco Bay Area. This is a strategic, hands-on role that oversees all aspects of HR for a diverse workforce across multiple job sites, including union and non-union employees, with a focus on compliance, culture, employee relations, and talent development.

Benefits for the Human Resources Manager:

  • Competitive base salary of $100,000-$120,000
  • Profit sharing of 7% per year with a 6-year vesting period

Qualifications:

  • Bachelors degree in Human Resources, Business Administration, or related field
  • 710+ years of progressive HR experience, including 35 years in a leadership role
  • Prior experience in construction, engineering, or heavy civil industries is strongly preferred

Knowledge & Skills:

  • Deep understanding of California labor law, HR compliance, and safety requirements
  • Experience with union labor relations and collective bargaining
  • Strong background in employee relations, investigations, and conflict resolution
  • Proven ability to manage HR for both office and field-based employees
  • Excellent communication, leadership, and interpersonal skills
  • Ability to thrive in a fast-paced, project-driven, multi-site environment

Responsibilities:

HR Strategy & Leadership

  • Develop and implement HR strategies aligned with business goals
  • Partner with executive leadership to develop organizational plans and workforce strategies

Compliance & Labor Relations
  • Ensure compliance with California state and federal labor laws, including prevailing wage, certified payroll, and OSHA requirements
  • Oversee internal investigations and resolve employee relations issues

Talent Acquisition & Workforce Planning
  • Lead full-cycle onboarding for field and office positions
  • Coordinate with external recruiting agencies for open roles
  • Develop talent pipelines to support project and company growth

Training & Development
  • Implement training programs on safety, compliance, leadership, and professional development
  • Track and report training effectiveness and compliance

Performance & Culture
  • Manage performance review processes, career development, and employee engagement initiatives
  • Foster a positive, inclusive, and safety-first culture across teams

HR Operations
  • Maintain HR systems and records (HRIS, applicant tracking, training logs)
  • Prepare HR metrics and reports for leadership
